Summary

This position is located within the Agricultural Research Service (ARS) at the The National Agricultural Library. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will be responsible for building and managing data pipelines for automated subject indexing and associated analytics reporting, and conducting semantic data research and analysis to support research mission and objectives.

Duties

  • Develop and apply statistical theories, methods, and techniques to analyze and interpret data, providing insights and recommendations to support data-driven decision and policy making processes within the organization.
  • Design and implement data collection and processing methods, ensuring data quality, accuracy, and relevance to research objectives.
  • Design, implement and maintain data pipelines to transform raw data into a common data model, annotate data and metadata with controlled vocabulary terms (indexing), and convert data to graph format.
  • Contribute to the development of new methodologies and approaches in the field of semantic technology by sharing knowledge and expertise with colleagues.
  • Adhere to ethical guidelines and maintain data confidentiality, ensuring the responsible conduct of research and compliance with applicable laws, regulations, and policies.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience.

AND

In addition to the basic requirements above, all applicants must also meet the following minimum qualification requirements:

GS-11
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-9 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience using GitHub to include issue tracking and software development using branches; using Python for natural language processing and machine learning for document clustering (classification) and building workflows and pipelines.
OR
Educational Substitution: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent degree, if directly related. Related degrees may include: Data Science, Computer Science, Mathematics, Statistics or related disciplines.
OR
A combination of education and specialized experience as described above.

GS-12
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience using GitHub to include issue tracking and software development using branches; using Python for natural language processing and machine learning for document clustering (classification) and building workflows and pipelines; using Python's RDFlib package or similar tools to work with Simple Knowledge Organization System (SKOS) modeled vocabularies, and using or documenting Python software using documentation software (for example, Jupyter Book or Sphinx).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
