Summary

If you're looking for a highly technical, hands-on role in a multi-faceted and fast paced environment, you've come to the right place! This position serves as an Data Scientist for all phases of systems lifecycle including planning, management, development, and execution. If selected, you will be responsible for achieving Patent business priorities in automation development.

Duties

The physical worksite for this position is located in Alexandria, Virginia.This position is telework eligible per agency and business unit discretion/policy.

  • Analyzes and evaluates data collection and statistical methodologies and develop new or improved data collection methods. Identify actual or potential problem areas for study and resolution.
  • Develops process for conducting statistical and mathematical analysis of data to develop projections and recommendations.
  • Develops and presents briefings to senior USPTO leadership on complex issues involving large data sets.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. BASIC QUALIFICATION REQUIREMENTS:

To be considered for this position, you must have either:
  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree mut be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

    OR

  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes: Experience that demonstrates advance technical range of knowledge in statistical and mathematical analyses in support of the Information Technology (IT) needs; applying principles, methods, and techniques of data science to extract and develop insights from data sets and to provide advice, guidance, and recommendations for data-driven decision making and solutions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If this position requires proof of higher education, or you are substituting education for experience, you must submit an unofficial transcript or a list of courses that includes the following information: name of accredited institution, grades earned, completion dates, and quarter and semester hours earned. Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. You must provide a copy of the letter containing the results of the equivalency evaluation with a course-by-course listing along with your application. Failure to provide such documentation when requested will result in lost consideration.
