Summary

This position serves under the Nationwide Central Intake Facility as the Debt Collection Management authority in the identification, collection, analysis, measurement, documentation, reporting, and presentation of reliable debt collection and financial data for the purpose of improving the delivery of data-driven policy and resource recommendations and decisions.

The duties and responsibilities for a Data Scientist generally include, but are not limited to, the following:

  • Analyzes and resolves complex data elements and systems, data flow, dependencies, and relationships in order to contribute to conceptual physical and logical data models development for data set processes.
  • Uses Structured Query Language (SQL), R, Python, PHP, SAS, Power BI and other data visualization tools, various data integration services, cloud storage, etc., sufficient to identify complex issues or problems for investigation.
  • Serves as an expert in the design, development, test, and readiness of systems or equipment that involve new concepts and new and varied requirement problems.
  • Serves as a Data Scientist providing programming skills, statistics, data visualization and critical thinking skills to identify technological, debt and financial data information gaps.

Qualifications

To qualify for the position of Data Scientist at (GS-1560-13/14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade.

BASIC QUALIFICATIONS:

A.
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

Specialized Experience: For the GS-13, you must have one year of specialized experience at the GS-12 grade level or equivalent pay band in the Federal Service, which includes: Collecting relevant information from many varied sources and applying a broad range of data analyses, mathematic, statistical, and scientific analysis; Providing modeling techniques to carry out comprehensives studies, analyze data, to perform complex calculations, predictive modeling; Rendering technical, authoritative opinions, informed advice, and comprehensive recommendations to enhance overall information management program operations; and Serving as a recognized authority for programmatic, debt and financial data analysis to identify and investigate complex program issues.
