This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM Positions, Cyber Security & Related Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Poition is responsible for the application of operations research and advanced data analysis techniques.

Duties

  • Perform complex analytical, mathematical and statistical research that inform operational requirements and provide options on how to best implement data driven solutions.
  • Plan and/or conduct research and analytical studies to define major problems and future needs in addition to seeking root causes.
  • Apply advanced operations research and data science techniques for quantitative analysis, forecasting, predictive modeling, prescriptive analysis, and optimization.
  • Direct and/or coordinate specific data mining, advanced modeling, development of mathematical algorithms, and computer program design activities with Department of Defense organizations.
  • Make recommendations for improvements to methods and algorithms based on knowledge of best practices.
  • Prepare reports and deliver presentations to the organization, senior leaders, and other external groups.
  • Collaborate with peer analysts and data scientists across the Army, Defense or joint organizations to provide data analyses, formulate, tests and evaluate new data theories, principles and concepts.
  • Train staff on the usage of the Power Business Intelligence tool application.

Basic Requirement for Data Scientist:

A. Degree: Bachelor's degree (or higher degree) in in mathematics, statistics, computer science, data science or field directly related to the position.

OR

B. Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes 1) performing data analysis for the purpose of developing, fielding, and maintaining data visualization products supporting the data integration from multiple databases that support administration and business operations of various functions and services critical to meeting reporting requirements and decision-making; 2) implementing new initiatives and/or change in mission/task requirements by formulating and recommending data driven decisions through predictive modeling in support of established goals, policies, and objectives; 3) administering functional program by exercising technical expertise and strategic thinking in areas such as support services, cost management of operations, facilities, and cooperative initiatives & efforts; and 4) developing and executing comprehensive programs to improve productivity, cost effectiveness, and efficiency of activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
