Summary

Serves as a Data Scientist (Information Analyst) within the Office of Accident Investigation and Prevention. Functions as a contributing member of FAA's Safety Community of Interest Core Team, researching, analyzing, modeling and interpreting data, and developing data visualizations for aviation safety projects and programs across the Federal Aviation Administration.

Duties

Serves as a Data Scientist, responsible for developing analytical methodologies for collecting and compiling safety data into visual tools or reports. Develops innovative visualizations and safety data models that enhance safety decision-making processes. Applies data modeling expertise and data management strategies to enterprise-wide projects in support of FAA’s Safety Community of Interest, including cross-organizational collaboration regarding the integration of emerging entrants into the NAS.

Performs multiple, varying, and complex assignments in support of FAA’s Safety Community of Interest under the minimal direction of a manager. Through the use of sophisticated analytical data models, provides and consults with management to improve organizational effectiveness, efficiency and/or meet strategic objectives.

Develops pre-decisional reports and presentations for senior executives, leadership and managers at all levels; reveals data on organizational performance, which includes key performance indicators/metrics that target organizational improvement and represents data to reach meaningful conclusions to meet FAA Safety Community of Interest objectives and DOT/FAA mission goals. Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB/SOs) and externally.

Utilizes simple and complex data mining, data cleansing and statistical analysis in the development of solutions to enhance and support safety decision-making processes. Applies experience and comprehensive technical knowledge of analytical and statistical methods, models, and techniques to support analysis and strategic decision making efforts in support of FAA’s Safety Community of Interest. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include complex system design and integration; extensive research and analyses; and direct responsibility for project/program management.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires.

Devises methodologies to tackle complex safety questions. Transforms, aggregates, enhances, and fuses disparate data from multiple sources to produce relevant and meaningful information. Develops algorithms as required to process complex data. Develops metrics, identifies trends and performs analyses to inform safety questions and management decision-making. Conveys information through clear visualizations. Familiarity with various tools to include Tableau, Confluence, and Python.

As a key contributor in FAA's Safety Community of Interest, identifies relevant safety data sources and information needs required for safety decision-making processes. Assesses existing data sources and actively documents and elevates to Safety Community of Interest stakeholders existing gaps and associated recommendations for enhancing data collection and architecture. Develops prototypes to demonstrate proposed improvements. Collaborates with cross-organizational subject matter experts to implement recommendations.

Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

Qualifications

Basic Requirements: A Bachelor's or higher degree in Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I / FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience planning, designing, and developing the application of data and statistical models, methodologies and visualizations. Experience and subject matter expertise in aviation safety business processes. Experience utilizing business intelligence tools such Tableau Subject matter expertise in aviation safety business processes.
