Summary

To lead and direct the Air War College (AWC) faculty in the development and execution of the school's curriculum. Serves as primary advisor to the AWC Commandant and Air University staff on all matters related to AWC curriculum and faculty. Under the supervision of the AWC Commandant, operates under guidance, policies and expectations established in AF, AU and AWC Instructions. Accomplishes additional taskings as directed by the AWC/CC and/or AU/CC.

Duties

  • Directs the development, execution, and sustainment of the AWC's Joint Professional Military Education (JPME) program. Interprets and applies guidance from higher headquarters, the Joint Staff, and the AWC Commandant to shape curriculum. Approves all core and elective courses and special program elements. Ensures curriculum integration, effective assessment tools, and appropriate learning methodologies. Oversees faculty recruiting, hiring, development, evaluation, and management. Represents AWC at MECC Working Group meetings and other Joint, Air Force, and AU forums. Sets priorities for department chairs and subordinate deans and allocates personnel, time, and resources to meet mission requirements. Advises employees on policies, procedures, and management directives.
  • Directs day-to-day work and supports mission accomplishment through a team of civilian and military members. In this capacity, the supervisor performs a full range of first-line supervisory and personnel management responsibilities. The supervisor develops, interprets, and communicates performance standards; assigns work; provides ongoing feedback; and evaluates performance in accordance with established policies. They hold personnel accountable for meeting work requirements and recommend appropriate recognition or approve within-grade increases when warranted. The supervisor identifies developmental needs and arranges for required training to enhance job performance, while encouraging continued professional growth. The supervisor participates in staffing actions by assisting with recruitment activities, interviewing candidates, and recommending selections or promotions based on qualifications, mission needs, and Equal Employment Opportunity (EEO) principles. They hear and resolve informal employee concerns, implement minor corrective actions such as verbal warnings or counseling, and recommend more significant actions to higher-level management. The supervisor prepares necessary documentation, approves leave, and manages work schedules to ensure adequate mission coverage. The supervisor fosters a work environment that encourages communication, collaboration, and employee participation in support of mission objectives. They ensure compliance with security and safety directives, apply EEO principles in all personnel actions, maintain a workplace free of discrimination, and address conditions that may pose safety or health risks.

  • Teaches, lectures, and supports research across AWC curriculum areas such as leadership, warfighting, strategy, national security, regional expertise, and global security. Advises and supervises student research, including coursework, projects, and Professional Studies Papers. Provides detailed feedback and documents student progress in core and elective courses. Engages in professional outreach aligned with AWC curriculum. Supports faculty scholarship, including publication of articles, monographs, and reviews in academic and professional outlets. Participates in professional development with PME institutions, DoD organizations, universities, and scholarly associations. Delivers lectures, seminars, and panel contributions at AWC and external institutions. Maintains academic currency through literature review, association participation, and support to AU events and conferences.

Qualifications

  • Broad knowledge of the subject matter that comprises the JPME curricula, including strategic leadership; military history; great power competition; grand strategy; national and international security structures and strategy; organization, capabilities and limitations of US and allied armed forces; joint planning processes and products.
  • Ability to effectively lead graduate-level faculty and direct subordinate leaders in the development of a complex academic requirements.
  • Knowledge of scholarly research methods and the ability facilitate faculty inquiry and publication in academic venues.
  • Demonstrated ability to design, develop, execute and evaluate JPME processes and procedures.
  • Ability to communicate effectively orally and in writing with a wide range of diverse groups of people.
  • Demonstrated ability to plan, organize, and direct the functions of a military organization and to mentor, motivate, and appraise the staff of the organization.
  • Knowledge of health, safety, security, personnel management, and EEO regulations, practices, and procedures.
  • Significant teaching and administrative experience in JPME at the graduate level in a field relevant to the AWC curriculum, including the ability to develop curriculum and present the material at the graduate level, is highly desired.

Education

Ph.D. in Strategic Studies, Political Science, International Relations, Military History, Leadership, or other field closely related to national security, is required.
