Summary

This position is located in the Fleet and Family Readiness Program, Fleet Readiness, Fitness, Sport and Deployed Support, Norfolk, Virginia. The purpose of this position is to perform a variety of administrative functions and accountability for and tracking of equipment and assets in excess of $3M annually assigned to the Deployed Forces.

Duties

Oversees administrative functions of the Deployed Forces Office. Prepares communication on behalf of the program in an accurate and timely manner using proper approved Navy C01Tespondence procedures as necessary.

Evaluates, prioritizes and facilitates the flow of work into and from other offices which may impact operational needs of the office. Tracks and meets required deadlines set by region reporting requirements.

Oversees database management for a variety of office functions such as training, safety requirements, and suspense dates for all reporting requirements to higher authority.

Establishes and maintains files for region instructions, local standard operating procedures and other pertinent region guidance.

Evaluates a wide variety of administrative. clerical functions, technical and analytical data calls to assist the Deployed Forces Program Manager for reporting requirements to region or higher headquarters.

Performs a variety of technical work involved in the maintenance. and accountability of the multi-million-dollar fixed asset and minor property assigned to the Deployed Forces Program.

As equipment is received the incumbent identifies and properly records in the computerized inventory tracking system. Provides an identification number, cost and origin data to ascertain whereabouts at any given time. Analyzes and compares real property and data with computerized listings to ensure accuracy due to the high inventory rotation for CNIC procurement additions, and daily properly transfers to afloat and remote commands with fixed assets and minor property.

Participates in, prepares, and submits certificates of disposition to DLA/Recycling when equipment is no longer usable or serviceable ensuring documentation is maintained, and property listings are appropriately changed to reflect disposition.

Prepares for submission Blanket Purchase Agreements (BPAs) Request Sheets, and Shipping/Receiving Documents. May act as procurement receiver and/or caller in absence of Deployed Forces Program Manager. Ensures that documentation is recorded and matches what is stored in the Defense Property Accountability System (DPAS).

Assists the Fleet Recreation Coordinators with shipboard visits for pick-up or delivery of supplies and equipment to ascertain and account for record keeping.
May serve as the warehouse liaison in absence of material handler.

Qualifications

A qualified candidate must possess:

Knowledge of the purposes, objectives, and requirements of various organizational programs and project to track progress in meeting objectives and use of resources.

Knowledge of the mission of the Deployed Forces Program sufficient to provide support to the Deployed Forces Program Manager and the staff in the assigned areas.

Familiarity with concepts, principles and practices in basic financial management, budget and contract administration.

Practical understanding of pertinent procurement and administrative regulations, policies, procedures, and methods in order to develop, recommend or implement processes and procedures, ensure compliance, apply automated systems, develop reporting systems and manage resources.

Requires a comprehensive knowledge of property accountability_. governing purchasing, and other supply regulations, policies, procedures or other instructions relating to a variety of supply functions and property management to perform a wide variety of supply support services, to conduct extensive and exhaustive searches for required information and reconstruct records for complex supply transactions.

Ability to review and analyze information for complex supply actions/processes such as participating in inventories and determining causes of discrepancies; conducting survey actions relating to loss, damage, or Government-owed property; determine, if property has become obsolete or excess to the agency, etc.

A minimum of two (2) year's documented experience in administrative functions, to include use of a personal computer with specific ability for word processing, spreadsheets, Microsoft word, and Power Point strongly preferred.

Documented knowledge in ACCESS and EXCEL

Must possess excellent written and verbal communication skills to deal effectively with staff and supervisory/management officials when conducting inventories.

Must be able to complete finished reports and/or presentations with a minimum of corrections.

Must possess excellent personal and customer service skills and be able to communicate changes to procedure and new requirements to a variety of management and support staff in a positive manner.

Possess a professional demeanor and have the ability to successfully field questions from senior management, military command personnel. or customers.
Must be able to obtain forklift license.

Must maintain current driver's license.
