Duties
Assist the ADNI/PSAO in setting the strategy and policy framework for the IC that enables P&C to synthesize Community-wide capabilities and policies.
Under the direction of the ADNI for PSAO, manage the PSAO staff and offices; direct a professional level staff (i.e., GS11-15 and SNIS 1) evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities.
Translate national policy into actionable IC direction; lead and align ODNI and IC policy engagement at the national level, promoting consensus and a unified voice.
Advise the DNI, Principal Deputy DNI, and DDNI/P&C on the full-range of activities in the PSAO mission area.
Develop, manage, and oversee IC strategy and policy to promote a more effective, innovative, and accountable Intelligence Community, working with key stakeholders across ODNI, the IC, and USG.
Support the ADNI in leading development of policies and strategies for science, technology, and data, to support national policy processes and to advance the IC's technological supremacy.
Lead and integrate a wide range of IC activities and projects related to studies and assessments to inform the development of IC strategies, policies, and strategic capabilities.
Assist the ADNI in representing ODNI positions, priorities and/or perspectives to national policymakers, including the Executive Office of the President, interagency committees, and Congress.
Establish, guide, and oversee ODNI and IC working groups, boards, and committees, as needed, to support accomplishment of corporate and strategic goals.
Lead, manage, and oversee the development and execution of support programs, to include human resources, contracts, facilities, information technology, and the PSAO budget; assess the effectiveness of operations and provide innovative recommendations for improvement.

- You must be willing to move to the Washington Metropolitan Area (WMA).

PROBATIONARY & TRIAL PERIODS
Employees newly appointed to the Senior National Intelligence Service (SNIS) are subject to a twelve (12)-month probationary period to assess their ability to perform assigned duties and responsibilities at a level of excellence expected of a senior executive. For permanent employees newly hired into the ODNI, the probationary period will run concurrently with the first twelve (12) months of a new employee's two (2)-year trial period.

EXECUTIVE CORE QUALIFICATIONS (ECQs)

ISCOCQ: Leading the Intelligence Enterprise
This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values.
Note: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Exceptional leadership capabilities in effectively communicating organizational vision and aligning employee and program performance to the mission, and evaluating the same.
Superior expertise to think strategically, lead innovation, and develop intellectual foundations for intelligence strategy, policy, and assessments.
Expert knowledge of and broad experience in the IC's mission, its legal and policy framework, and practical challenges facing the IC.
Working knowledge or experience with intelligence activities, including but not limited to collection, analysis, and operations.
Substantial knowledge and experience in planning, performance, and implementation methods and process, as well as change management planning and execution.
Record of success in building teams, negotiating solutions, and working effectively with others in a complex and evolving environment.
Excellent communication and interpersonal skills, including ability to exert influence with senior leadership and communicate and persuasively effectively at all staff levels, both internal and external to the organization.
Prior experience as a senior leader in the ODNI or an IC agency.
Education
Bachelor's degree.
