Summary

Serves as the principal advisor to the Assistant Administrator for Financial Management and other top officials of DEA on broad policy matters. Provides advice to these officials on the past, present, and proposed use of resources to promote effectiveness, efficiency, and economy in accomplishing the DEA mission.

Duties

Acts as the principal advisor to the Assistant Administrator for Financial Management in matters pertaining to financial management, budget, accounting, and management analysis activities. Advises DEA managers on all accounting matters and activities which affect DEA financial policies, systems, internal controls and procedures.

As principal advisor to the Assistant Administrator for Operational Support, provides guidance, direction, and supervision to the three subordinate sections; formulates and implements policy, procedures, goals and objectives for the effective operation of DEA's management analysis, budget, accounting, and financial support activities. This includes the determination of broad management priorities and the allocation and control of available resources.

Serves as the principal advisor on resources for DEA program planning. Develops and--monitors resource allocation plans, foreign and domestic funds; allocates resources according to plan, and establishes a broad system of control through an integrated system of financial and resources management to assure operation within available resources. Disseminates policies and procedures to be followed by all DEA personnel in the accomplishment of budgeting functions.

Plans, develops, and oversees the implementation of budget and financial management activities within DEA. Provides leadership in the development and modification of new, innovative, and experimental systems, techniques, and approaches for the management of DEA's financial support services.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:

MTQ 1 - Demonstrated experience overseeing a complex financial management or accounting program for a large government or business entity that is dependent on automation to accomplish time critical business objectives and ensuring the integrity of government-wide accounting operations, financial reporting and systems. This includes knowledge of federal accounting and auditing standards, laws, policies, regulations, principles and procedures that apply.

MTQ 2 - Demonstrated experience providing leadership in a fast-paced environment and managing multiple priorities that requires understanding of organizational dynamics including interplay between policy and operations, including experience supporting high-level officials with changing
priorities.

MTQ 3 - Demonstrated experience managing financial statement audit response, developing and implementing internal controls, and managing risks within a program, the evaluation of the effectiveness of programs and business processes and identifying improvements. This includes knowledge of government auditing, risk management, and internal control programs and the laws, policies, regulations, principles and procedures that apply.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.       • Fiscal Responsibility: Strategically manages, allocates and monitors financial resources. Aligns priorities and initiatives to justify budget proposals. Monitors expenditures, cuts unnecessary costs, and uses cost-benefit analysis to set priorities.

      • Leveraging Technology: Explores emerging technology and potential applications. Incorporates technology to enhance efficiency and achieve results. Ensures access to and security of technology systems.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

Education

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Additional information

Veterans Preference: Veterans' preference is not applicable to the SES.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders.
