Conditions of employment
- Complete a 1-year SES probationary period, unless already completed.

- Complete an Executive Personnel Financial Disclosure Report annually.
- Undergo appropriate tax checks.

Qualifications
This position has been designated as a Career Reserved position and will be filled on a career basis. We may select from this announcement or any other source to fill one or more vacancies. You must meet the following requirements by the closing date of this announcement.
Basic Requirement - Applicants must demonstrate at least one year of progressively responsible leadership experience indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualifcation requirement will disqualify the applicant.
Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifcations to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning.

The best qualified candidates will be determined by assessing experience, education, awards, performance appraisals, and supervisory evaluations for this position. These assessments will be made against the Executive Core Qualifcations and other technical requirements of the position.
EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certifcation of executive qualifcations.
- ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
- ECQ 2 - Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
- ECQ 3 - Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.
- ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
- ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Fundamental Competencies - Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation are cross-cutting and provide the foundation for success in each ECQ.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The following qualifcations are required for the incumbent to perform the duties of the position. You must demonstrate all of the MTQs to be rated as eligible for this position.
MTQ 1. Demonstrated experience using expert knowledge of applicable professional auditing standards, concepts, and techniques. To include experience conducting complex performance, compliance, and financial oversight
with local, regional and national impact. Also, experience using innovative techniques and solutions to obtain data driven results that have substantial impact.
MTQ 2. Demonstrated experience managing large oversight operations (production and staff resources) in high pressure environments. This includes being able to quickly analyze data and provide guidance or inform senior
leadership. In addition, it includes leading large cross-functional teams (performance management and developing performance goals) and leveraging contract support when appropriate.
MTQ 3. Demonstrated experience building partnerships across components and organizations in order to achieve appropriate outcomes. This includes meeting and reaching consensus on complex issues, conflict resolution,
and achieving common goals.
Education
Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

- This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
