Summary

The Deputy Associate Administrator for Federal Sealift establish capabilities for MARAD’s administration of policies and programs that assemble, requisition, allocate, utilize, or employ, or charter ocean shipping resources. Provides for the effective crewing, provisioning, equipping, husbandry, repair, maintenance, and logistics support of ships or MARAD-controlled shipping necessary to meet ocean shipping requirements in wartime, national emergency, or civil contingency planning support.


Duties

The Deputy Associate Administrator for Federal Sealift is responsible for the following areas:

  • Managing the (3) National Defense Reserve Fleet (NDRF) anchorages and field activity sites, New Construction, Public Nautical Scholarship Program (PNSP), Ship Manager Contracts (SMC); Fleet and Logistics Support, including the Ship Disposal Program (SDP), and the Nuclear Ship Savannah Technical Staff.
  • Overseeing the acquisition, operation, maintenance, repair, and logistics support of Government-owned or acquired merchant ships activated from the NDRF. Oversight and resource management for the Ready Reserve Force (RRF) program in support of defense sealift requirements.  Functional areas include headquarters divisions and field activities: Division of Maintenance and Repair; Division of Sealift Operations and Emergency Response; Division of Logistics Support; Division of Atlantic Operations; Division of Gulf Operations; and Division of Pacific Operations. Also oversees the MARAD Liaison Officer (LNO) to the U.S. Navy’s Military Sealift Command (MSC) Headquarters.
  • Overseeing functions that enable agency-level support to the Department of Transportation for Emergency Support Function-1 (ESF-1) (Transportation), as well as continuity and response activities under the National Response Framework and DOT orders. When operating activated ships under a MARAD-only Operational Control (OPCON), the MCC functions as the MARAD Command Center, the operational command and control (C2) node, for directing ship and field activities that support MARAD’s sealift programs as well as national security or defense requirements during wartime and civil contingency actions.
  • Advising and consulting with the Associate Administrator for Strategic Sealift on policy recommendations and courses of action with far reaching consequences in the management of MARAD programs for operating ships. Provides technical expertise in ship management and functional skill in maritime operations to fulfill agency objectives and statutory responsibilities for peacetime, national security, and wartime. 
  • Plans, directs, and coordinates programs that provide critical marine engineering and marine repair services. Evaluates progress and efficiency to determine the need for continuation or redirection of programs or parts thereof; documents and estimate cost trends in relation to program requirements; and coordinates program activity with stakeholders.   In conjunction with the AA, determines the scope or responsibility of the respective organizations for ship procurement, conversion, reconversion, reconditioning, or modification that substantially changes the basic characteristics of vessels. Reviews and approves substantial or controversial changes in plans and specifications for ship repair, maintenance, or operation contracts.

CONDITIONS OF EMPLOYMENT:

  • PROBATIONARY PERIOD: Complete a one-year SES probationary period (unless already completed).
  • FINANCIAL DISCLOSURE: Complete a Public Financial Disclosure report, OGE-278. You will need to provide the information annually.
  • SECURITY CLEARANCE: You must be able to obtain and retain a Top Secret/Sensitive Compartmented Information (SCI) security clearance.

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity.  Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications. 

TQ1: Experience which has provided an in-depth understanding of maritime industry operations and management.

TQ2: Experience which has provided an understanding of the principles, methods, and techniques of vessel engineering, operations, repair and maintenance.

TQ3: Demonstrated high-level skill in directing, administering, and managing technical programs related to vessel operation, maintenance, repair activities, and budgetary planning.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A Senior Executive Service (SES) reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo multiple interviews.  The best qualified applicant will be asked to submit a written 10-page narrative statement addressing each of the ECQ areas (Leading Change, Leading People, Results Driven, Business Acumen, Building Coalitions). If selected, your written narrative statement addressing the ECQs must be certified by an OPM Qualifications Review Board (QRB), unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program. You must receive certification before you can be appointed to the position.
