Summary

Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 4 position. The minimum pay for this position is $181,111.00. Pay is set based on consideration of the selectee's current salary and other factors.

Routine and situational telework may be approved at the discretion of the supervisor.

Veterans preference does not apply to the Senior Executive Service (SES).

Duties

As a basic requirement for entry into the SES, each applicant must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of executive-level management capabilities that are directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed below. The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirements in addition to all executive and technical qualification factors will automatically disqualify an applicant.

Serves as a full deputy to the Associate Director, directing the management of the Financial Management Line of Business (FMLoB), consisting of financial management systems implementation and operations support, contract audit, indirect cost rate negotiation services, accounting operations, and other financial management systems and services. This includes expanding or reducing program offerings where appropriate to ensure effective and efficient service delivery.


Oversees the day-to-day operations of the financial management, indirect cost negotiation, contract audit, and accounting support functions provided by and for IBC, Interior, and other federal agencies. This includes supervising the delivery of quality and efficient accounting, project management, contract oversight, financial management systems and services, and associated applications and services.

Formulates, directs, and implements financial, risk and strategic performance management for the FMLoB.

Partners with the FM Quality Services Management Office (QSMO) and Grants Management QSMO to support effective implementation of the marketplace of financial and grants management solutions for common technology, services, or fully managed services to respond to agency needs.

Formulates and directs financial management program objectives and coordinates planning, implementation and execution supporting Department-wide programs, standards, policies, and guidelines.

Provides change leadership to formulate and justify crucial initiatives to revitalize and modernize the FMLOB, operations and business services. Evolves FMD to modernize skills, resource levels, priorities, practices, policies, and procedures sufficient for the achievement of strategic IBC objectives and overall business benefit.

Formulates, executes, and manages the budget for the FMLoB pursuant to federal, departmental, and IBC guidelines.

Oversees the management, maintenance, and support of a suite of core financial and ancillary business management systems. Through subordinate supervisors, provides the full spectrum of application management support services for customers and ensures continued modernization of system technology to provide state-of-the-art financial systems/services to customer agencies.

Responsible for developing and maintaining a capital investment portfolio that supports the IBC's mission, organizational strategies, and business priorities, ensuring that each investment achieves its cost, benefit, schedule, and risk expectations.

Acquires and administers human, financial, material, and information resources in a manner which instills public trust and accomplishes the organization's mission utilizing sound ethical principles. Ensures the efficient and cost-effective development and utilization of management information systems and other technological resources to meet the organization's needs.

Additionally, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
