Duties

The United States Space Force (USSF) at Buckley Space Force Base, Colorado is searching for a Deputy Branch Chief, Operations, Transitions and Logistics to support SYD 84 (NH-0301-04, GS 14/15 equivalent).

Description:
As the Civilian Deputy for SYD 84 Operations, Transition, & Logistics branch (SYD 84/S34), you will directly interface with USSF operators and end-users to ensure the successful delivery of space-based missile warning & tracking capabilities to our warfighters. This position helps to bridge the gap between acquisition programs and operations by actively coordinating transition-to-operations efforts, test & evaluation, launch campaigns, and logistics activities among multiple USSF FIELDCOM and Combatant Command stakeholders. This position is critically important to our nation's defense and strategic deterrence mission.
Additionally, this position is a leader within the organization and has direct supervisory responsibilities for other government civilians and potentially military members to help guide and shape their career progression.

Ideal Candidate:
The ideal candidate must be able to operate independently and take the initiative to integrate themselves into working groups / integrated product teams by building relationships with acquisition program office personnel at Los Angeles Air Force Base and with operational stakeholders across the Colorado Front Range. Desired experience includes at least 10-15 years in space acquisition and/or space operations preferably with Missile Warning & Tracking (MWT) / Overhead Persistent Infrared (OPIR) systems. Candidates should process both business operations and technical skillsets to be able to enable the delivery of MWT/OPIR systems into operations. Additionally, candidates should have past supervisory/managerial experience where they have directly supervised civilian and/or military personnel. Candidates must have a bachelor's degree at minimum, and preferably a master's degree with degree(s) in a relevant field of study.

Key Skills and Abilities:
1. Comprehensive knowledge of space-based warning systems and their concepts for the deployment and employment to meet a wide range of operational requirements.
2. Knowledge of resource management, such as planning, programming, budgeting, appropriation, funding and accounting processes and their implications for effective mission accomplishments.
3. A broad understanding of the processes of all functions, interrelated activities, and statutory and regulatory requirements.
4. Skill in establishing and maintaining effective working relationships.
5. Ability to develop and articulate effective policies, goals, and sound management practices to successfully direct programs.
6. Ability to objectively analyze information, identify new developments or issues, and direct appropriate program and/ or policy actions.
7. Knowledge of and experience with directing and supporting all aspect of space surveillance test programs, on-orbit operations, event reporting coupled with ability to assimilate past, present and projected technical performance status and determines areas for emphasis and priority.
8. Demonstrated skill leading multi-discipline organization, including space operations specialists, engineers, logisticians and program/project managers in achieving its objectives.

  • Must be able to obtain and maintain a Top-Secret / SCI security clearance.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • PCS / Relocation funding is authorized.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
