ADDITIONAL INFORMATION: ASSIGNMENT DESCRIPTION: The Deputy Chief Financial Executive (DCFE) is a principal authority for the Agency and assists the CFE in the areas of programming, budgeting, execution, audit, accounting, and civilian pay full-time equivalent resource management. The incumbent is responsible for providing expert advice to the Director and Deputy Director, NGA; Associate Directors and Chief of Staff; Key Component Directors; and other management officials in the formulation, establishment, and/or analysis of significant resource management plans, policies, and decision-making actions. This includes resolution of problems on highly complex, controversial, or precedent setting matters which have critical bearing on the accomplishment of current or future operations. The incumbent assists the CFE in planning, organizing, directing, and implementing integrated resource and financial management processes, systems, and controls within the Intelligence Community (IC) and Department of War (DoW), Office of Undersecretary of War Intelligence and Security (I&S) and Comptroller (C) oversight and guidelines.
Responsibilities include:
* Leading program formulation and analysis; budget justification and execution; financial audit, accounting, finance, and cost management activities; financial systems and tradecraft integration; and civilian pay and manpower resource analysis.
* Representing NGA as a principal agency focal point with OMB, IC CFO, OUSW I&S, and Congressional staff on resource justification, defense, and financial management issues.
* Justifying and acquiring resources for the NGA Strategic Plans, and strategic approaches for the National System for GEOINT (NSG) and the Allied System for GEOINT (ASG).
* Providing vision and roadmaps for integration of artificial intelligence (AI) and transformation of resource management activities.
* Establishing frameworks for measuring and evaluating financial and cost performance against established metrics and deliverables.
*Recruiting, managing, developing and leading a staff of professional financial and resource management personnel.
*Ensuring that all assigned functions are executed in accordance with NGA and higher levels statutes, regulations, policies, and plans.

SPECIAL REQUIREMENTS:
1. Applicant selected for this position is subject to the completion of a one-year DISES trial period. (Applicants selected from outside NGA may be required to complete a two-year DCIPS trial period if they have not already done so.)
2. This position requires access to classified Defense Department and Intelligence Community information. The individual selected must already possess, or be immediately eligible for, a TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance. Successful completion of a polygraph examination is required for employment by NGA.
3. This position is covered under the Ethics in Government Act of 1978 (P.L. 95-521). Incumbent will be required to file an Executive Personnel Financial Disclosure Report (SF-278) with the NGA Office of General Counsel.
4. Employment is subject to requirements of the NGA Drug Testing Program.

2. Joint Duty Credit: All NGA executive level positions require Joint Duty credit. Employees will receive joint duty credit in a majority of service or rotational assignments that were at least at the GS/GG-11 or DCIPS Pay Band 3 level, and generally for at least one year, or for 179 days or more when deployed to a designated combat zone on or after September 11, 2001.
Note: Applicants without Joint Duty credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment or provide proof of Joint Dut qualifying experience.

EDUCATION REQUIREMENT
Bachelor's degree from an accredited college or university.
TECHNICAL QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. Expert technical knowledge of IC and DoW concepts, principles, policies, and procedures for resource management, with emphasis on the Intelligence Planning, Programming, Budgeting, and Evaluation (IPPBE) system.
2. Demonstrated experience in design of internal controls in support of financial statement auditability and financial management systems, and implementation of financial execution processes utilizing internal/external operational best practices and procedures.
3. Demonstrated performance leading, supervising, and training progressively larger teams in increased authority and responsibility, to include successful integration of career development to ensure a current and future highly competent workforce.
In addition to the above Technical Qualifications, the below qualifications are also desired:
1. Advanced understanding of IC and DoW acquisition processes, with emphasis on cost estimation and alignment with budget, system architectures, and delivery schedules.
2. Knowledge and understanding of the roles, mission, functions and organizational structure of the National System for GEOINT (NSG) and the Allied System for GEOINT (ASG), and how they are integrated and resourced to deliver the National security missions.
