Summary

As the Deputy Chief Financial Officer, you will be responsible for maintaining effective and efficient office operations by overseeing project assignments, managing resources, and meeting quality and timeliness standards for office products and services. This position is located in the Office of the Chief Financial Officer, which provides budget, financial and audit control activities and initiatives for the execution and support of the Agency mission.

Duties

  • Supervises directly a division staff of professionals. Promotes teamwork and communications with supervisors, peers,
    and staff; and follows up on employee concerns and performance weaknesses. Hires, promotes, rewards, and
    disciplines as necessary according to authorities delegated by the Office Director.
  • Serves as the chief technical authority on Agency planning as it relates to budgeting and accounting matters. Advises
    on, develops, coordinates and implements Agency financial objectives, policies, procedures and plans.
  • Oversees maintenance of financial management information systems to forecast financial needs. Maintains the
    Agency Five Year Financial Plan.
  • Oversees the development of recommendations on the formula used to assess the institutions of the Farm Credit
    System as the funding source of the Agency.
  • Oversees the operation of financial management and accounting systems which accurately provide timely and relevant
    information on the status of Agency funds, expenditures, and overall financial condition in accordance with law,
    regulation, and management policy. Ensures the integrity of electronic accounting practices. Ensures the maintenance
    of FCA financial records and the preparation of financial statements in accordance with Government accounting
    requirements and generally accepted accounting principles (GAAP).
  • Establishes, maintains, and evaluates internal controls covering financial program responsibilities.

  • Must be a U.S. citizen.
  • One year supervisory or managerial probationary period, unless previously served.
  • Suitability for Federal employment, as determined by a background investigation.
  • Submission of a financial disclosure report may be required.
  • You must be a current FCA career or career conditional competitive service employee.

Qualifications

You may qualify at the VH-43 band level if you have one year of specialized experience equivalent to the VH-41 (GS-15) band level or higher in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position. Examples of specialized experience can include the following:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
