Duties
The Deputy Chief Financial Officer provides strategic-level direction requiring unusual managerial competence and technical expertise in the planning, coordination, control, and direction of financial management functions. Provides executive-level coordination for the Chief Financial Officer (CFO) with the Commander U.S. Special Operations Command (USSOCOM), USSOCOM staff, USSOCOM components, and Theater Special Operations Command organizations on the budgeting, allocation execution and Financial Improvement and Audit Readiness of over $14 billion in Major Force Program (MFP) 11 funds, and all non-MFP 11 funds executed by HQ USSOCOM annually. Maintains cognizance of new laws, policies, reforms, and guidance issued by higher authorities. Represents CFO at meetings with the Office of the Secretary of Defense (OSD), Office of Management and Budget (OMB), Joint Staff, Assistant Secretary of War/Special Operations Low Intensity Conflict (ASW/SOLIC), Service Comptrollers, Joint Staff senior personnel, and Congressional Staff. Plans, directs, and supervises work assigned to six (6) directorates: Director of Budget, Director of Investment, Director of Accounting, Directorate of Audit Remediation and Internal Control, Director of Integration, and Director of Special Programs.

- Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
- Position requires travel under conditions specified in the DoW Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
- Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
- An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
- Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
- Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.

Qualifications
Under the new process, at the initial application stage for Senior Executive Service (SES) positions, applicants are no longer required to submit lengthy narrative essays, including those for Executive Core Qualifications (ECQs). Instead, the initial application will be resume-only, capped at two pages, streamlining the process to align with private industry practices. However, candidates who are identified for potential selection will later undergo a structured interview assessment with OPM's Qualifications Review Board (QRB). This interview, based on the new Executive Core Qualifications, will replace the previous narrative essay requirement at this subsequent stage of the hiring process.
Qualification Requirements: Your 2-page resume must demonstrate the Mandatory Technical Qualifications (MTQs) listed below. Your resume should include examples of experience, education, and accomplishments to the qualifications. If your resume does not reflect demonstrated evidence of these qualifications, you may not receive consideration for the position. At this time, only a resume (capped at 2 pages) is required. A panel may assess whether you possess the required ECQs and MTQs through resume review, assessments, and/or interview.
A. MINIMUM QUALIFICATIONS:
1. Education Requirement:
a. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law;
OR
b. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. You must possess 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
or
2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
2. Certification Requirements: This a Financial Management Level III Certified position IAW the National Defense Authorization Act (NDAA) 2012, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirement of this certification program.
B. MANDATORY TECHNICAL QUALIFICATIONS (TQs): Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
1. Demonstrated expert knowledge of and experience preparing and interpreting financial reports supporting budgetary and financial reporting in accordance with applicable Federal regulations and requirements.
2. Proven executive level experience conducting financial management and analysis of Appropriated Funds for all aspects of PPBE: Operation and Maintenance; Research, Development, Test and Evaluation (RDT&E); Procurement; and Military Construction.
In addition, DoW requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoW or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required--this information should be embedded within the resume.

Education
A Master's or other advanced degree is highly desired, particularly those specialty areas dealing with financial analysis.
Additional information
Tiering: The Department of the Air Force structures its SES positions into tiers to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department.
Salary: $163,950.00 - $209,600.00 per annum. (DAF Tier 1) SES members are eligible for bonuses and/or ranks and stipends in addition to annual salary. SES members are eligible for Performance-Based Salary increases and/or bonuses.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, mobility is a condition of employment and appointed SES members will be required to sign a Reassignment Rights and Obligation Agreement.Veterans' Preference: Veterans' preference is not applicable to the SES.
Relocation Authorized: Payment of Permanent Change of Station (PCS) costs is authorized in accordance with the Joint Travel Regulations (JTR).
