The DCHCO for Talent Management & Employee Experience reports to the Chief Human Capital Officer and is responsible for managing several headquarters-based human capital functions and programs by providing day-to-day direction and oversight through subordinate division chiefs and program managers to ensure HCT carries out its mission.

Duties
U.S. Citizenship and Immigration Services (USCIS) is an agency within the U.S. Department of Homeland Security (DHS). We lawfully administer immigration and naturalization adjudication functions and establish immigration services policies and priorities.
The Office of Human Capital and Training (HCT) provides oversight, direction, and operational support for an integrated program of recruitment, hiring, training, leadership development, performance management, employee benefits, and work-life programs for the USCIS workforce.
Major Duties
The incumbent will provide advice and counsel to the USCIS Director, Deputy Director, and executive Associate Directors, as well DHS executives regarding highly complex and sensitive HR management issues, on behalf of the USCIS Chief Human Capital Officer (CHCO).
The incumbent is responsible for providing executive oversight and management of human resource and training by implementing HR strategies and programs consistent with the overall USICS vision, goals, policies, and priorities to meet mission requirements.
The incumbent will participate fully with the CHCO in providing leadership and management for HCT and overseeing the execution of work through the efforts of subordinate supervisors and other senior staff. Shares responsibility for determining HCT's program goals and plans; developing annual and long-range planning documents and strategies for the office; determining resource needs, allocation, and use, and formulating criteria for program evaluation.
Applies forward looking practices central to the future directions of a changing work environment and the future of work utilizing strategic planning and analysis methodologies to implement HCT initiatives that help move the organization forward.
Assures that leadership and the general workforce are informed and kept up to date through a variety of communication methods that promulgate information about human capital related programs and initiatives as well as changes impacting future directions.
Supports HCT in the expansion and usage of human resources data analytics across USCIS. Manages comprehensive assessments of the efficiency and effectiveness of the HCT business practice, policies, and operations and manages the development of strategies to improve and expand them as corporate tools. Advances the use of technology to improve human capital systems and drive general process and productivity improvements and operational excellence.
As necessary, represents the CHCO in dealings with outside agencies, including the Office of Personnel Management (OPM), the Human Resources Directors' Council, the Chief and Deputy Chief Human Capital Officers' Council, the Office of Management and Budget (OMB), the Government Accountability Office (GAO), and with other Federal and State agencies on human resources matters.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
- TQ 1: Executive-level knowledge, experience and acumen providing advice, counsel and strategic vision related to highly complex and sensitive HR principles, concepts, regulations, and practices to assist management officials in successfully addressing workplace challenges and issues.
- TQ 2: Comprehensive experience in managing and directing an agency's human capital and training programs by applying strategic vision and workforce planning and analysis concepts to deliver results for an array of functional areas such as: employee life-cycle programs from recruitment to retirement; employee relations and labor-management; the full scope of training from entry level skills-based instruction to leadership development; performance management; and employee wellness programs.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not effectively demonstrate evidence of the ECQs and TQs, you may not receive further consideration for the position.
There are five ECQs:
- ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

- ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
- ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
- ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
