The United States Space Force (USSF) Space Operations Command (SpOC) at The Pentagon is searching for a Deputy Director, Force Modernization & Design (NH-0343-04, GS 14/15 equivalent).
Description:
Plans, organizes, and directs the overall activities of the division or organization. Develops goals and objectives that integrate Space Force mission and personnel policy objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with statutory and regulatory compliance and/or customer requirements. Provides staff with direction and advice regarding overarching policies, goals, and objectives. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balances workload and provides overall direction and vision to the staff on a wide range of personnel policy and administrative issues. Establishes metric and/or analysis systems to assess efficiency and effectiveness. Evaluates requirements for additional resources, and balances organization needs with overall mission requirements and resource interests. Identifies need for change in organization priorities and takes action to implement such changes. Establishes review systems for the organization that ensure government needs are met and validated, and that economy and quality of operations are maintained or improved. Accepts, amends, or rejects work of subordinates. Reviews work and is held accountable for actions taken and advice provided by staff. Makes decisions on work problems presented by subordinates. Directs self-assessment activities. Reviews training, assuring it is proper and promotes effective operation of the organization. Provides a work environment that is free from all forms of discrimination, harassment, and retaliation.
This position, Deputy Director of Force Modernization & Design, supports the Director and leads a team of subject matter experts on the Space Staff in the Pentagon (Arlington, VA). As Deputy Director, you will engage with organizations to provide strategic vision and direction to the Service for force design, concept development, and wargaming activities, represent USSF equities at DoD, Joint, inter-service, and partner concept development and wargaming forums, ensure inclusion of Joint and other Service concept required capabilities into the force design process, shape the development of Joint warfighting and supporting concepts, manage force design and force development processes, facilitate senior leader decision making forums, ensure the generation, maintenance, and approval of the Objective Force, provide support to USSF POM development, and oversee Service and Joint space capability development efforts to enable targeted, informed, and prioritized investment decisions. Force Modernization & Design acts as CSO's primary inter-service agent as Force Design Architect for Space Systems of the Armed Forces, and as CSRO's agent for the Objective Force.The ideal candidate should be an expert in USSF force design, JCIDS, capability development planning, and DAF acquisitions and have substantial experience with how these interact and affect DoD Planning, Programming, Budgeting, and Execution (PPBE). Candidates with critical thinking, strategic vision and planning, organization skills to quickly recall or find information, excellent written/oral communication, ability to collaborate with cross-organization and cross-functional teams, and the ability to deliver on short deadlines are well-suited for the position. Expertise in existing space systems, Space Force initiatives, and the responsibilities of the Space Staff is strongly preferred.
Keys Skills and Abilities:
1. Expert knowledge in Space Force's capability development processes.
2. In-depth knowledge in qualitative and/quantitative methods for assessing emerging technologies and/or capabilities for military utility.
3. Knowledge of the relationship of the various Space Force entities involved in capability development activities, to include entities involved in various assessment methods for military unity.
4. Knowledge of the relationship of the various Space Force entities involved in overall planning and execution of military operations and evaluations.
5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for Space Force senior leadership decision-making.
6. Ability to communicate effectively both orally an in writing; negotiate complex issues; and maintain good working relations.
7. Ability to work with partners outside the Space Force, including foreign partners.
