Duties

The United States Space Force (USSF) Space Operations Command (SpOC) Space Forces - Space (S4S) at Vandenberg Space Force Base, California is searching for a Deputy Director of Programs, Requirements and Strategic Engagements (NH-0343-04, GS 14/15 equivalent).

Description:
The Deputy Director of Programs, Requirements and Strategic Engagements is a senior leader responsible for planning, organizing, and directing the activities of the organization. This role exercises supervisory personnel management responsibilities, overseeing a mixed civilian and military workforce, and is responsible for budget execution and administration, monitoring obligations and expenditures. The Deputy Director also supports the development of policies and strategies to influence national and international policy scope and direction and advises senior leaders on political and military matters. Additionally, this role manages the requirements development process, providing consolidated and overarching sets of objectives for new programs, systems, and functions, and serves as a subject matter expert, completing complex studies and analyses.

The Deputy Director's responsibilities include leading and participating in working groups and planning teams, developing policies and plans to implement command sharing and strategic engagement objectives, and devising strategic communications strategies. This role also involves representing the organization in staff meetings, working groups, and operational battle rhythm events, and preparing and delivering oral presentations, such as briefings and strategy sessions. The Deputy Director develops and prepares a variety of correspondence and documentation, including formal letters, position papers, reports, staff studies, and briefings. Overall, the Deputy Director of Programs, Requirements and Strategic Engagements plays a critical role in shaping the organization's strategy, managing its operations, and advising senior leaders on key issues.

The ideal candidate possesses expert knowledge of the military adaptive planning and PPBE process, as well as in-depth understanding of specific subject matter area policy, strategy, doctrine, and capabilities. They have advanced knowledge of processes and procedures for implementing and executing war plans, including a thorough understanding of the Executive Branch, the Office of the Secretary of Defense (OSD), the Joint Staff, the Interagency, and military command relationships. Additionally, they have experience applying quantitative techniques, developing and adapting models to solve problems, and defining alternative solutions for management. The candidate is also skilled at organizing and leading study teams of Joint Service and civilian technical experts to originate new ideas, projects, and methodologies, and can execute projects and studies within established financial and time constraints, utilizing models and simulation techniques as needed. Furthermore, they possess expert project management skills, including the ability to plan, organize, direct, and lead branch and study team functions, and are effective communicators, able to negotiate complex and sensitive issues, maintain good working relationships, and convey ideas both orally and in writing.

Key Skills and Abilities:
1. Expert knowledge of and ability to implement the military adaptive planning and PPBE process.
2. Expert knowledge of specific subject area policy, strategy, doctrine and capabilities.
3. Advance knowledge of processes and procedures for implementation and execution of war plans, to include in depth knowledge of the Executive Branch, the Office of the Secretary of Defense (OSD), the Joint Staff, the Interagency and military command relationships.
4. Experience and ability to apply quantitative techniques and develop, adapt, modify and apply models to solve problems or define and clarify alternative solutions for management.
5. Experience and ability to organize and lead study teams of Joint Service and civilian technical experts tasked to originate new ideas, projects, and methodologies.
6. Expert ability to execute projects and/or studies within established financial and/or time constraints. As required design, build, program, and use models and simulation techniques to facilitate findings.
7. Expert ability to plan, organize, direct, and lead the functions and staff of a branch and/or study team tasked to originate new ideas, projects, and methodologies.
8. Ability to communicate effectively, both orally and in writing, negotiate complex and/or sensitive issues, and maintain good working relations.

  • This position is in the office with the option to telework 2-4 days a pay period.
  • PCS funding is available.
  • Employee must be able to obtain and maintain a Top-Secret with SCI clearance.
  • Employee needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties.
  • This position is designated as a Testing Designation Position (TDP) under the Air Force Civilian Drug Testing Program.
  • This is a supervisory position.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Employee must within 30-days of assuming this position and annually, thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
