Summary

The Deputy Federal Security Director (DFSD) is the second ranking Transportation Security Administration (TSA) authority responsible for providing day-to-day operational direction for Federal aviation security staff in an airport with an FTE count of 100-800.

Duties

The Deputy Federal Security Director (DFSD) is responsible for modeling and acting in accordance with TSA's guiding principles. The DFSD coordinates a wide variety of TSA actions with local, state and Federal agencies to detect and deter threats to all modes of transportation. The DFSD leads and coordinates TSA aviation security activities in a dynamic environment. These responsibilities and accompanying authorities include conducting risk assessments, tactical planning, managing coordinated security services and performing other duties as prescribed by the TSA Administrator. The DFSD serves as the representative of the TSA Administrator and is responsible for coordinating with various stakeholders and agencies to provide for secure operations at the airport. The DFSD is responsible for instilling trust, loyalty, pride and a sense of teamwork at the airport and for holding employees accountable for performance. The DFSD communicates clearly and concisely to ensure effective operations. The DFSD contributes to a positive team environment by recognizing strengths in the workforce.

Duties include:

  • Supporting the Federal Security Director (FSD) by providing day-to-day direction for Federal airport security staff and operations.
  • Supporting security evolution and ensuring the deployment, management and oversight of people, processes and technology to improve security operations while enhancing the experience of the traveling public and the work experience of the airport workforce.
  • Instilling trust, loyalty, pride and teamwork at the airport while ensuring performance accountability.
  • Communicating clearly, concisely and collaboratively in order to ensure effective airport operations.
  • Establishing an open learning environment.
  • Fostering a role-based, collaborative organization that networks freely to accomplish the mission.

  • Providing risk assessments, tactical planning, execution and operating management for coordinated security services.
  • Developing and maintaining a collaborative environment within TSA and with TSA stakeholders to effectively manage security operations.
  • Ensuring the application and promotion of the Integrated Conflict Management System (ICMS) core principles and standards into all operational plans, processes and practices.
  • Providing oversight and management of passenger, baggage and air cargo security programs.
  • Organize and implement the Federal Security Crisis Management Response Plan, including coordination with airport and airline management, other Federal, state and local government and law enforcement organizations, and appropriate private sector entities Assessing risk and providing optimal communication to the workforce to ensure personnel have the information needed to effectively make decisions regarding passenger security.

  • situation assessment skills, teammates, flexibility, cooperative problem solving and decision making) to mitigate threats.
  • Applying collaborative, strength based organizational management techniques to ensure thorough coordination, oversight and management of TSA security activities.
Supervisory Managerial Responsibilities includeserving as a first-line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

Employees who transfer to TSA from an agency that allows employees to maintain an annual leave balance higher than the maximum accumulation for the appointed position will have their leave ceiling set to the maximum accumulation for the appointed position (e.g., United States duty location - 240 hours, foreign duty location - 360 hours, or TSES position - 720 hours). TSA will not make a monetary payment for any leave forfeited under these circumstances.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:

  • Managing programs related to corporate security, aviation security, force protection, law enforcement, and other equivalent security/law enforcement programs; AND
  • Directing staff, activities, functioning within established staff levels and budget, and providing leadership to a diverse workforce
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
