Summary

Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Deputy Field Division Manager. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment.

Duties

The purpose of the work is to manage water and power resources, conduct planning studies, oversee the operations and maintenance of facilities within the Division, ensure personnel safety, and provide for security of a national critical infrastructure.

  • Deal with unique, complex, and critical issues and determines the direction for major activities within the Division.
  • Responsible for planning and scheduling all work to be accomplished by the Field Division.
  • Approve project work plans, establishes priorities, and prepares schedules for work completion.
  • Direct the operation and maintenance, routine inspection, predictive and preventative maintenance of electrical, mechanical, and hydraulic equipment and machinery in the Glen Canyon Dam, powerplant, centralized control facility and appurtenant facilities, and collaborates with other offices in providing specialized operations and maintenance in support of power generation.
  • Direct the performance of electrical, mechanical, and hydraulic research as required to solve structural, equipment and operating problems and functions.
  • Coordinate with the Regional Office and Western Area Power Administration relative to the storage and release of water and the generation of power from the Colorado River Storage Project (CRSP) facilities consistent with established schedules or special criteria and in cases of emergency conditions, emergency criteria, and individual initiative.
  • Monitor compliance with Western Systems Coordinating Council and the National Electric Reliability Council regulations for interconnected power system operations.
  • Oversee the operation of the Carl Hayden Visitors Center.
  • Ensure facilities are properly maintained to secure the safety of hundreds of thousands of annual visitors.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience SPECIALIZED EXPERIENCE: This experience includes 4 out of the 5 duties listed below:

1: Management of a powerplant's operations, work and maintenance scheduling, organizational unit's external relations and partnership program;
2: Supervising a workforce engaged in powerplant maintenance;
3: Experience in the administrative responsibilities of program management (budget, contracting, human resources),
4: Serving as an advisor to management on the operation of a powerplant; and
5: Long / short term goal-oriented planning and accomplishment of work through collaboration with division supervisors, volunteers, partners, non-profit organizations and local state and federal entities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

You may be required to serve an initial supervisory probation period.

Permanent Change of Station (PCS) expenses are authorized with the exception of the Guaranteed Home Sale Provision or first-post-of-duty relocation expenses are authorized, as applicable. The Tax Cuts and Jobs Act (TCJA), signed into law December 2017, suspends the moving expense deduction and the exclusion from income of qualified employer reimbursements of moving expenses that was allowed under previous tax laws. Employer reimbursements for moving costs are now generally taxed at the same rate as ordinary income.

Related non-Federal experience or related experience as retired members of the uniformed services may be credited towards computing entitlement to leave accrual, at managerial discretion, providing that experience meets certain criteria. How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

For evaluating the quality of candidates for referral to the selecting official, a four-phased process will be used.
