Summary

Serves as Deputy to the Program Manager for Exploration Ground Systems (EGS) Program. In conjunction with the Program Manager (PM), is responsible for the management, leadership, and direction to ensure safe and effective execution of all EGS Program systems development and processing and integration requirements and the implementation of Kennedy Space Center (KSC) goals and objectives in this area of responsibility.

Duties

The Deputy Manager, Exploration Ground Systems Program is responsible for:

  • The development, verification and validation, activation, and sustaining engineering of complex and highly integrated ground systems to support spacecraft and/or launch vehicle processing operations. Ground systems may include but not limited to launch pads, assembly facilities, recovery operations, launch control center, launch escape system, etc.
  • Providing high-level executive leadership and assisting in the overall direction and management of the EGS Program systems processing.
  • Ensuring the organization's employees are effectively developed and deployed to provide the skills and abilities to support development and operations at KSC.
  • Collaborating with the PM to develop long-range plans, mission strategies, and objectives consistent with NASA's deep space exploration goals.
  • Providing the executive leadership to manage multiple technical disciplines to ensure the success of assigned programs.
  • Representing the PM on planning, policy development and implementation, and issues and problem resolution in assigned areas of responsibility.
  • Promoting and establishing safety and health initiatives to ensure safety remains the primary objective of the organization.
  • Ensuring that relevant policies, decisions, and positions are communicated and that issues relating to or impacting the Center, its mission, and its capabilities are considered and acted upon.
  • Serving as the PM's primary liaison at KSC, coordinating with internal and external stakeholders-including NASA Headquarters, federal agencies, Congress, industry, and academia-and leading strategic planning, policy implementation, and issue resolution within assigned areas.
  • Promoting the goals, objectives, and accomplishments of NASA and KSC through a community outreach program that utilizes the unique skills and abilities of the organization's resources.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your two (2) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the five Executive Core Qualifications (ECQs). Your resume must also clearly demonstrate your ability to meet the Mandatory Technical Qualification (MTQ). If you fail to do so, your application will be rated ineligible.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES (this means you were previously employed as a Career SES employee and you successfully completed a one-year probationary period) or have successfully completed a SES Candidate Development Program and been certified by OPM, your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and year of certification.

MANDATORY TECHNICAL QUALIFICATIONS (MTQ):

MTQ - Demonstrated experience in leading and/or managing the development, verification and validation, activation, and sustaining engineering of complex and highly integrated ground systems supporting spacecraft and/or launch vehicle processing operations.
