Summary

The incumbent will perform examinations that include, but are not limited to, general radiographic examinations of the chest, abdomen, pelvis, head, extremities, neck, etc.They will explain exams to patients in terms they can understand as well as potential hazards. They also must troubleshoot equipment used for diagnostic radiology and exercise extreme caution in the handling and safeguarding of all radiation producing equipment.

The technologist serves as Diagnostic Radiologic Technologist at the James A. Haley VA, Tampa Medical Center.

Functions:

GS- 5- Entry Level:
The Diagnostic Radiologic Technologist ( DRT) at this level operates and monitors commonly used equipment performing routine procedures under normal supervision.

GS-6 - Developmental level:

The Diagnostic Radiologic Technologist (DRT) at this grade level serve as developmental DRTs, performing examinations which are routine and standardized in nature.

( 1) Technologist meets the requirements set forth in HPM 11-107; BLS Certification is maintained on a bi-annual basis and is in compliance at all times.

(2) Accurately operates a wide variety of imaging equipment to obtain examinations of acceptable quality. This includes but is not limited to: Fluoroscopic and General Diagnostic exams, Portable Radiography, Portable Fluoroscopy, Operating Room and all other duties assigned.

(3) Technologist works under the supervision of the Section Supervisor and Lead Technologist and rotates all responsibilities within the General Radiology section. He/she works independently on most exams, but confers with Radiologists and Section Supervisor and/or Lead Technologist on more difficult examinations. Work is spot-checked for achievement of objectives.

(4) Knowledge of anatomy and physiology including location, appearance, and functioning of the major and minor systems susceptible to radiographic illumination and knowledge of changes to systems and organs caused by common medical and surgical diseases.

GS-7 Level:
Employees at this level are not yet fully functional as a Diagnostic Radiologic Technologist (DRT) but can carry out most assigned tasks independently.

GS-8 ( Full performance level)

The technologist will perform quality diagnostic radiographic examinations that include, but are not limited to, chest, abdomen, pelvis, extremities, spine, skull, et.

1) Technologist meets the requirements set forth in HPM 11-107; BLS Certification is maintained on a bi-annual basis.

2) Accurately and competently operates imaging equipment utilizing the least amount of radiation to obtain quality images for diagnostic and localization purposes.

3) Knowledge of anatomy and physiology including location, appearance, and functioning of the major and minor systems susceptible to radiographic illumination and knowledge of changes to systems and organs caused by common medical and surgical diseases.

4) Technologist must be familiar with policies and procedures for radiation safety. Reduce exposure to patients, staff, and self. Will implement the use of lead aprons, lead gloves, and lead shields as needed. Will wear film badge and exchange it in a timely manner.

5) Technologist is competent and educated in MRI Safety Level Two.

6) Technologist is competent and educated in all service policies pertaining to the assigned work section.

7) Technologist is trained and competent in the use of VistA, CPRS, and PACS. 8) Receives and processes all general radiology requests for accuracy, appropriateness, and date desired. 9) Performs and completes imaging studies within the established guidelines for stat, pre-op, urgent and routine exam priorities.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Must be proficient in both written & spoken English as required by 38 U.S.C. 7402 (d), and 7407 (d).
  • Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).
  • Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R).
Exception for Non-Certified, Entry Level Candidates. Non-certified DRTs who otherwise meet the eligibility requirements for ARRT (R) certification may be given a temporary appointment as a graduate DRT under the authority of 38 U.S.C. § 7405(c)(2)(B). The appointing official may waive the requirement of certification for a period not to exceed two years for a DRT that provides care under the supervision of a certified DRT at or above the full performance level. This exception only applies at the GS-5 entry level technician. For grade levels above the entry level, the candidate must be certified. Temporary appointments of non-certified DRTs may not be extended beyond two years or converted to a new temporary appointment

Grandfathering Provision. All persons employed in VHA as a DRT on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the DRT occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:

(1) DRTs that require a certification, may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
(2) DRTs that require a certification only at higher grade levels must meet the certification requirement before they can be promoted to those higher grade levels.
(3) DRTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
(4) DRTs initially grandfathered into this occupation, who subsequently obtain additional education and/or certification that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
(5) Employees who are retained as a DRT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a DRT.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the basic requirements, the following criteria must be used when determining the appropriate grade assignment of candidates.
GS-5: Entry level applicant & have no education or experience beyond those listed in the basic qualifications requirements.
GS-6: Experience: Completion of at least 1 year of qualifying experience equivalent to the GS-5 grade level OR the successful completion of one full academic year of graduate education leading to a degree in radiography or other directly related field to diagnostic radiology/imaging. Qualifying experience would be at the basic level operating and monitoring commonly used equipment performing routine procedures under normal supervision, functioning somewhat independently in carrying out standardized procedures of limited complexity, and would refer to the supervisor for deviations from regular procedures, unanticipated problems, and unfamiliar situations.

In addition to the experience above, the candidate must demonstrate all of the following KSA:
  • Knowledge of basic technique standards for minimum radiographic exposure.
  • Knowledge of anatomy and positioning.
  • Knowledge of all patient safety procedures.
  • Knowledge of radiographic producing equipment.
  • Ability to learn basic computer functions.
GS-7: Experience: Completion of at least 1 year of qualifying experience equivalent to the GS-6 grade level (for a total of 2 years of DRT experience) OR the successful completion of 1 full academic year of graduate education leading to a degree program in radiography or other directly related field to diagnostic radiology/imaging. Qualifying experience would include performing examinations which are routine and standardized in nature, explaining exams to patients in terms they can understand as well as potential hazards, troubleshooting equipment used for diagnostic radiology and exercise extreme caution in the handling and safeguarding of all radiation producing equipment, reporting major equipment malfunctions within a timely manner to service representatives, and assisting higher graded technicians in performing more complicated examinations.

In addition to the experience above, the candidate must demonstrate all of the following KSAs.
  • Knowledge of the technical adequacy of the digital image, including the ability to adjust the image quality in the digital system.
  • Knowledge of different contrast material required for the requested study.
  • Knowledge of radiation protection standards, minimum radiographic exposure techniques, appropriate beam limitation to anatomical area, and employing lead shielding when performing standard or fluoroscopic procedures.
  • Knowledge of the function of computed radiography, CR readers and Digital Imaging systems.
  • Knowledge of PACS, and basic computer skills.
GS-8: Experience: Completion of at least 1 year of qualifying experience equivalent to the GS-7 grade level (for a total of 3 years of DRT experience). Qualifying experience would include independently performing a substantially full range of duties but receive occasional oversight or direction for highly complex issues and providing services in specialized areas of radiologic technology and/or general radiologic technology services.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to check system for operation & assess acceptable performance based on established guidelines.

(b) Knowledge of calibration parameters and the ability to make adjustments as needed.

(c) Knowledge of patient's clinical record, diagnosis, & laboratory results.

(d) Ability to monitor patient's physiologic changes during the procedure & keep the radiologist informed.

(e) Skill in using tact, diplomacy, & courtesy in dealings with the customer base, patients, staff, family, visitors, and volunteers.

(f) Knowledge of anatomy and physiology, and cross-sectional anatomy, recognizing unusual images, & determining proper positioning to best demonstrate areas of interest.
