Summary

The Diagnostic Radiologic Technologist (DRT) Picture Archiving Communication System (PACS) Administrator serves as the primary Informatician for the Imaging Services (Diagnostic Radiology and Molecular Imaging & Interventional Radiology) at the Cpl. Michael J. Crescenz VAMC and all its satellite locations. The primary responsibility of the DRT/PACS Administrator will be to manage and oversee the implementation and maintenance of all imaging-related informatics systems.

Duties

The incumbent works under the supervision of the Service Chiefs of Diagnostic Radiology and of Molecular Imaging and IR. The incumbent is expected to develop and execute complex projects with minimal daily direction. They will coordinate and work closely with other stakeholders in the Facility, the VISN, and Nationally, including OIT, Vista Imaging Coordinator, ISOs and Biomedical Engineering personnel.

  • Has detailed working knowledge of the Radiology package in VISTA
  • Has working knowledge regarding use of CPT codes and ICD9/10.
  • Has working knowledge of imaging and storage devices to include Terra-Recon, Syngio Via, Leonardo, VISTA imaging, Radiology PACS, MRS, Hi-IQ, and Montage.
  • Maintenance and support of the radiology workstations at remote locations (i.e. University of Pennsylvania Health System). Support VA and non-VA tele-radiology programs that provide services for CMC VAMC and its satellite clinics.
  • Oversee and monitor the uploading of the outside studies in PACS system for consultation and comparison purpose. Understand IP Scheme, VLAN configuration and requirements established by the FCIO.
  • Create menus, assign security keys, modify displays, install site parameters and usages and setup manager options.
  • Prepare Sensitive System Certificates, develop and update the security and contingency plans for the PACS systems VISTA and other systems utilized within the services.
  • Conduct risk assessments to monitor security and ensure appropriate actions are taken to protect assets from destruction or misuse. Manage resources including performance, capacity, serviceability, and recoverability. Ensure system availability, functionality, integrity, and efficiency.
  • As a PACS program manager, determine appropriate levels of access for all staff within the PACs system at CMC VAMC. Ensure employees who must obtain levels of access have obtained appropriate levels of security clearance and have completed necessary training related to privacy and security, ethics, HIPPA, etc.
  • Collect and analyze data for recurring and non-recurring surveys and reports related to PACS and VISTA clinical and administrative applications. The incumbent will make specific recommendations to the Diagnostic Radiology and MIIR Service Chiefs as it relates to these surveys.
  • Provides back-up support to other sections of the Radiology Department as required. Example: Perform routing diagnostic radiologic procedures such as chest, abdomens, upper GI's, etc. and other support to meet the needs of the CMC VAMC.
  • The incumbent will act in conjunction with the Radiology Supervisors, as a liaison with other departments throughout the hospital. Advise the Radiology Supervisors and the Service Chiefs of future changes and serves on various hospital committees.
  • Performs other duties as assigned by the ACOSs of Diagnostic Radiology and MIIR services.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
  • Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).
  • Physical Requirements. See below and VA Directive and Handbook 5019.
  • English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

GRADE REQUIREMENTS.

Creditable Experience(1)
Knowledge of Current Radiologic Technology Practice. To be creditable, experience must have demonstrated possession of the knowledge, skills, abilities, and other characteristics (also referred to as clinical competencies) associated with current radiologic technology practice. This may have been evidenced by the equivalent of one year of active practice, which is paid or non-paid employment as a DRT as defined by ARRT.

(2) Quality of Experience. Experience is only creditable if it was earned after completion of the basic certification requirements. Experience as a graduate DRT is creditable provided the candidate functioned as a DRT and subsequently passed the certification examination.

(3) Part-Time Experience. Part-time experience as a DRT is creditable according to its relationship to the full-time workweek. For example, a DRT would receive one week of full- time credit for each two weeks of half-time work.

Specialized Assignments. Specialized areas of radiologic technology include general diagnostic radiologic technology (R), bone densitometry (BD), mammography (M), diagnostic ultrasound (S), computed tomography (CT), magnetic resonance imaging (MR), interventional radiologic technology (IR), quality management (QM), picture archival communication system (PACS) technologist, MRI safety officer (MRSO), imaging administrator, clinical program director, and clinical instructor.

Picture Archiving Communication System (PACS): is a fully accredited computer system based on the universal standard, which uses a server to store and allow access to high-quality radiologic images, including radiographic films, CT, MRI, PET scans and other medical images over a network. The systems consist of various servers, switches, networks, display workstations, long and short-term archives located throughout the medical center and at remote locations. The duties include the responsibilities for a broad range of activities surrounding the integration and implementation of comprehensive, standardized, integrated, continuous health care and preventive health services within the context of an automated system

GRADE DETERMINATIONS. In addition to the basic requirements for appointment, the following criteria must be used when determining the appropriate grade assignment of candidates:

Diagnostic Radiologic Technologist, GS-11
Experience
. At least one year of experience equivalent to the next lower grade level, directly related to the position being filled that demonstrates the clinical competencies described at that level.
Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to the following assignment:

Diagnostic Radiologic Technologist. Employees at this level are fully functional as an advanced DRT and carry out their assigned tasks independently. DRTs at this level may have varying assignments including special and complex imaging procedures beyond the full performance level, clinical instruction, and basic QM type duties within the program. Regardless of the nature of the specific assignment, the work must be of sufficient scope and complexity to meet the knowledge, skills, and abilities to perform at this level.

The candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk

1) Involvement in the setup and management of package parameters related to computer applications within the Medical Center.
2) Development of training plans and materials.
3) Review of the data entered and validation of this information.
4) Development of automated methods for data extraction.
5) Analysis of data for process improvement and formulation of specific recommendations for reallocation of resources for process design.
6) Responsible for the implementation and operation of all aspects of the PACS program interrelated systems.

Preferred Experience: Knowledge of multiple electronic systems that are used by Radiologists and Nuclear Medicine physicians, including but not limited to the primary PACS System (Philips Intellispace PACS), backup PACS, Radiologist speech recognition (Nuance Powerscribe 360), Terarecon, SuiteHeart, and many other related systems.
