Summary

The Assistant Chief Diagnostic Radiologic Technologist under the general direction of the Chief Radiologic Technologist, through subordinate sub-section leads, assists, and oversees plans and development activities of the Radiology Service to assure optimum patient care, quality care, and efficient performance of all activities.

Duties

Major duties and responsibilities include but are not limited to the following:

  • Oversees, plans, delegates authority, and develops the patient care and technical aspects of Diagnostic Imaging Service to ensure the provision of optimum patient care, quality control, and the economically efficient performance of the service.
  • Designing long-range plans for the service, including construction, new equipment, developing policies and standard operating procedures, and recruitment of technical personnel, as well as projecting the future of the Medical Center and clinics as they relate to patient care.
  • Performs as a fully functional diagnostic radiologic technologist at the journeyman level under the direction of a radiologist with minimal technical supervision.
  • Assists the Chief Radiology Technologist in formulating and implementing administrative and operational policies and procedures for the Radiology Service.
  • Supervise technologists performing a wide variety of difficult radiographic exams (CT, MRI, special procedures, mammography, ultrasound).
  • Interview and evaluate candidates for positions, evaluate subordinate performance, recommend appointments, advancements, or recommend or take appropriate disciplinary actions.
  • Assists in orienting all newly hired staff to the department, provides information on departmental policies and procedures, and updates technical staff on departmental policy changes.
  • Responsible for quality control of all operations, including implementation of the Radiation Safety Program, distributing employees and equipment dosimetry radiation safety badges, and reviews any discrepancies of these badges with the Radiation Safety Officer.
  • Assists with establishing guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
  • Serves as faculty co-advisor to the Chief Technologist regarding Radiology Technology Programs affiliated, and plays a major role in constructing the externship portion of the students' clinical training in general radiology.
  • Responsible for quality control of all operations, including implementation of the Radiation Safety Program, distributing employees and equipment dosimetry radiation safety badges, and review any discrepancies of these badges with the Radiation Safety Officer.
  • Reports contrast reactions and other complications of imaging procedures, maintains patient safety program, and maintains quality control of all radiographic equipment.
  • Addresses and/or assigns patient advocate (PATS) and patient safety reports (JPSR) directly relating to imaging exams or performance of imaging exams including required pre-imaging and post-imaging care.
  • Serves as the primary service representative to the Clinical Product Review Committee (CPRC) as a voting member, and will submit all paperwork required for product trial/evaluation and purchasing.
  • Assists the Radiology Quality Manager in implementing quality assurance standards for imaging modalities within the Radiology Service.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.]
  • Education: Completion of a full-time training course of at least 24 months in duration (or the 2 equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE). [NOTE: Assignment to the clinical program director requires meeting JRCERT minimum educational standards as noted in the assignment description.]
  • Physical Requirements: See VA Directive and Handbook 5019.
  • English Language Proficiency: Diagnostic Radiologic Technologists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Creditable Experience:
(1) Knowledge of Current Radiologic Technology Practice. To be creditable, experience must have demonstrated possession of the knowledge, skills, abilities, and other characteristics (also referred to as clinical competencies) associated with current radiologic technology practice. This may have been evidenced by the equivalent of one year of active practice, which is paid or nonpaid employment as a DRT as defined by ARRT.
(2) Quality of Experience. Experience is only creditable if it was earned after completion of the basic certification requirements identified in paragraph 2b above. Experience as a graduate DRT is creditable provided the candidate functioned as a DRT and subsequently passed the certification examination.
(3) Part-Time Experience. Part-time experience as a DRT is creditable according to its relationship to the full-time workweek. For example, a DRT would receive one week of full- time credit for each two weeks of half-time work.


Grade Determination

GS-11
Experience
At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies needed to provide services as an assistant chief radiologic technologist.

Assignment
For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. This assignment is restricted to employees serving as a full assistant chief to a GS-12 chief radiologic technologist. Individuals in this assignment share full responsibility for managing the radiologic technology section.

Demonstrated Knowledge, Skills, and Abilities: The candidate must demonstrate all of the following technical Knowledge, Skills, and Abilities (KSAs), and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*):

i. Knowledge of overall radiology department operations, and the ability to judge effectiveness of the operation.
ii. *Ability to monitor and evaluate subordinate supervisor's performance.
iii. *Ability to formulate plans, delegate authority, and follow-up on delegated tasks.
iv. Knowledge of new and recent developments in the field.

Preferred Experience: One year of supervisory experience in radiology.

The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is GS-11.

Physical Requirements: The technologist is required to stand or walk for long periods of time. There is some bending, transferring, and carrying of moderately heavy articles such as equipment or wheelchairs and stretchers. The technologist must be able to lift and move patients to difficult positions on the radiographic table. The technologist will be using multiple computer systems, using both mouse and keyboard.
