Summary

This position is assigned to the Non-appropriated Fund (NAF) Marketing and Communications Branch; Fleet and Family Readiness Support Services; Commander, Navy Installations Command; Millington, TN. Incumbent serves as the Digital Systems and Content Specialist responsible for oversight, management, and coordination of all enterprise websites, web applications, and digital assets. This position provides oversight of contracts, content management, security protocols, and compliance standards.

Duties

Duties include but are not limited to:
Web Management and Strategic Oversight

  • Provide strategic oversight and management of all organizational websites, enterprise web applications, and digital platforms.
  • Develop and implement comprehensive web governance policies, procedures, and standards across the enterprise.
  • Coordinate with Public Affairs Officers and IT departments to ensure standardized, consistent web presence.
  • Monitor website performance, uptime, load speed, analytics, and user engagement metrics across the enterprise.
  • Establish and maintain web content standards, templates, style guides, and brand consistency guidelines.
  • Ensure websites and digital systems function properly, efficiently, and remain user-friendly across all devices.
  • Optimize website performance and search engine visibility through SEO best practices.
  • Collaborate with designers and developers to implement new features, redesigns, and digital innovations.
Contract and Vendor Management
  • Manage and oversee all web-related contracts including hosting, development, maintenance, and support services.
  • Serve as Contracting Officer's Representative (COR) or Trusted Advisory (TA) for web development and maintenance contracts.
  • Evaluate contractor performance and ensure compliance with statement of work requirements.
  • Coordinate with contracting personnel to develop technical specifications for web-related procurements.
  • Review and approve contractor-developed websites, applications, and digital solutions.
  • Coordinate with external vendors, hosting providers, and developers to resolve technical issues.
Information Security and Compliance
  • Implement and maintain comprehensive cybersecurity protocols and security measures for all web assets.
  • Ensure compliance with DoD, Navy, CNIC information security policies, web standards, privacy laws, and accessibility regulations.
  • Coordinate with Information Systems Security Managers (ISSM) on security assessments, certifications, and Authority to Operate (ATO) documentation.
  • Monitor for and address potential vulnerabilities, breaches, and security incidents.
  • Oversee security scanning, vulnerability assessments, and remediation efforts.
  • Ensure compliance with Section 508 accessibility requirements, FISMA regulations, and web accessibility standards.
  • Maintain website security protocols and ensure sites are responsive and accessible across all devices.
Content Management and Publication
  • Develop enterprise-wide content strategy, editorial guidelines, and approval workflows.
  • Upload, format, and publish content using content management systems (CMS).
  • Review and approve high-visibility content for accuracy, policy compliance, and messaging consistency.
  • Collaborate with stakeholders, internal departments, and Public Affairs to ensure accurate and timely publication.
  • Coordinate with Legal and Security Review personnel for content approval processes.
  • Establish content management workflows, approval hierarchies, and publication schedules.
  • Monitor content for accuracy, timeliness, consistency, and alignment with organizational messaging priorities.
  • Perform regular updates to content, software, and plugins.
Technical Support and Issue Resolution
  • Identify and resolve bugs, errors, compatibility issues, and technical problems.
  • Serve as the primary point of contact for website and digital system-related issues from internal teams and external users.
  • Utilize analytical tools to track and report on web traffic, user behavior, and system performance.
  • Provide insights and recommendations based on data trends and performance metrics.
  • Troubleshoot technical issues and coordinate resolution efforts with appropriate personnel.
Technical Leadership and Innovation
  • Stay current with emerging web technologies, digital communication trends, and industry best practices.
  • Evaluate and recommend new technologies, platforms, and tools for enterprise adoption.
  • Provide technical guidance and mentorship to subordinate web personnel and stakeholders.
  • Represent the organization at inter-agency web management forums and working groups.
  • Develop training programs and technical documentation for web management personnel.

Qualifications

A qualified candidate possesses at least one of the following:

  • A PhD. or equivalent doctoral degree, or 3 years of progressively higher-level graduate education leading to such a degree, in one of the following fields: commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, or visual communication.
  • 3 or more years of specialized experience which includes planning the preparation and use of photographs, illustrations, drawings, and other artwork, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means.
  • A combination of specialized experience and graduate level education in one of the following fields: commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, or visual communication.
A qualified candidate also possesses the following:
  • Comprehensive knowledge of web development principles, content management systems (CMS), web hosting environments, and digital platform architecture.
  • Knowledge of federal contracting procedures, procurement regulations, and contract management principles.
  • Knowledge of cybersecurity principles, DoD/Navy information security policies, Section 508 accessibility standards, and Authority to Operate (ATO) processes.
  • Knowledge of content management systems, digital content strategy, editorial standards, and organizational messaging principles.
  • Knowledge of web analytics tools (e.g., Google Analytics), SEO principles, user experience (UX) best practices, and performance optimization techniques.
  • Knowledge of emerging web technologies, industry trends, digital communication platforms, and best practices in web management.
  • Knowledge of project management methodologies, strategic planning principles, and resource allocation.
  • Skill in implementing web governance policies, maintaining brand consistency, and coordinating cross-functional web initiatives across multiple installations or departments.
  • Skill in developing technical specifications, coordinating with contracting personnel, managing vendor relationships, and reviewing deliverables for quality and compliance with requirements.
  • Skill in identifying security threats, implementing remediation strategies, and maintaining comprehensive security documentation.
  • Skill in reviewing content for policy compliance, maintaining consistency across platforms, and utilizing CMS platforms to format, upload, and publish diverse content types.

  • Skill in building collaborative relationships across departments, coordinating with Public Affairs Officers and IT personnel, serving as point of contact for technical issues, and presenting complex technical information in clear, understandable terms.
  • Skill in developing comprehensive policies and procedures, establishing governance frameworks, coordinating large-scale web initiatives, and ensuring alignment with organizational goals and objectives.
