This position is at the National Credit Union Administration (NCUA) in the Asset Management and Assistance Center. This position serves as the Director, Division of Operations, Systems and Policy. The incumbent will provide supervisory oversight and operational expertise, support and advice in all phases of the agency's liquidation program.

As Director of Operations, Systems, and Policy, you will:

  • Manage the day-to-day operations of Division of Operations, Systems, and Policy; direct execution of such work and supervise the activities of subordinate staff.
  • Plan, organize, control, and evaluate administrative and provide oversight activities associated with the management of AMAC; including budget and financial management, procurement, and records management.
  • Advise the AMAC President and Deputy President on recommended policy changes resulting from reviews of internal control programs, audit findings, identified gaps and liquidation activities.
  • Consult on data analysis requests to conceptualize and define data modeling requirements and work with large and complex data systems to organize, aggregate, prepare and validate data for use in financial analysis, business applications, and policy research.
  • Oversee the design, maintenance, and operation of the governance of AMAC's data.
  • Serve as a technical resource and ensure that systems are fully integrated within AMAC, as well as with systems from the other NCUA divisions according to applicable requirements.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

To qualify at the CU-14 level, you must have at least one full year of specialized experience equivalent to the CU/GS-13 level in the Federal service (obtained in either the public or private sectors). This experience must include at least four of the following activities:
(1) preparing accounting systems and financial management policies, procedures, or operational guidance for a company or agency;
(2) conducting financial or operational audits or internal control reviews;
(3) preparing and administering a program's financial and resource budget for a company or agency;
(4) implementing technology-based solutions to automate manual reports and processes;
(5) converting raw data sets into visual and written reports;
(6) examining or liquidating complex financial institutions. Complex financial institutions is defined as financial institutions or federally insured depository institutions with CAMELS rating of 3, 4, or 5; or those in danger of failure due to deteriorating financial conditions.

To qualify at the CU-15 level, you must have at least one full year of specialized experience equivalent to the CU/GS-14 level in the Federal service (obtained in either the public or private sectors). This experience must include supervising or reviewing the work of others; and
at least four of the following activities:

Career Ladder Promotion: If you are selected at the lower grade level advertised in this announcement, you may be noncompetitively promoted to the next grade level in accordance with OPM regulations and NCUA policies.

SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position in accordance with NCUA's compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes the locality rate for the Austin, Texas geographical area. Please click here to review all salary ranges based on locality.

EXCEPTION: If you are a current non-supervisory NCUA employee and are selected for reassignment into a supervisory position, you may receive up to a 10% salary increase, not to exceed the National Pay Rate (NPR) of the pay grade.
