The United States Space Force (USSF) at Kirtland AFB, NM is searching for a Director, Enterprise Talent Management Office (NH-0201-04, GS-14/15 Equivalent).
Description:
The Director of Enterprise Talent Management, USSF, is responsible for leading a team of approximately 100 uniformed military members, federal government civilian employees, and contractors, in executing the full suite of personnel programs from accessions through retirements. The Director is an experienced Human Resources professional with mastery level knowledge in human resources and is a seasoned leader with a vast network of professional contacts to leverage across the Department of the Air Force, in support of executing USSF military personnel programs. The ETMO Director is a skilled communicator who thrives with continual change and in high-tempo workcenters, and is experienced in building and developing strong teams.
Ideal Candidate:
Experience and formal training in military personnel programs (assignments, promotions, military compensation, force development, reenlistments, separations, retirements, etc).
Key Skills and Abilities:
1. Expert knowledge of a wide range of Human Capital laws, executive orders, regulations, policies, directives, instructions, and concepts governing functions such as force management, training and development, succession planning, talent acquisition, talent management, engagement, performance or other programs related to personnel management within the federal government.
2. Mastery of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems not susceptible to treatment by standard methods.
3. Knowledge of organizational structures and functions across the agency to identify, consider, and present options for the resolution of substantive organizational and program issues involving areas such as resources management, employment planning, and other special programs to bring program policies and operations in line with higher level vision, goals, and objectives.
4. Skill in conducting reviews and analyzing and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
5. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
6. Ability to plan, organize, and direct the function and mentor, motivate, and appraise the staff of the organization and effectively apply agency safety, security, personnel management, and EEO regulations, practices, and procedures.
