Duties
The Director, Federal Acquisition Institute (FAI) position is housed within GSA’s Office of Government-wide Policy. Under the strategic direction of the Office of Federal Procurement Policy (OFPP) within the Office of Management and Budget and Executive Office of the President, the Director, FAI anticipates and addresses talent needs in the Federal acquisition community, and executes leading-edge training and development of the civilian agency acquisition workforce in order to strengthen their capabilities. The FAI Director is also responsible for implementing Government-wide certification, training, and development programs for Federal personnel entrusted with spending taxpayer dollars. Additional duties include the following:
- Manages the planning and development of acquisition curricula, while conducting an on-going evaluation of FAI training, career development programs and activities to ensure an innovative and responsive framework to improve the competency and capability of the civilian agency acquisition workforce
- Leads strategic planning efforts and the development of results-oriented performance measures, formulates FAI mission/vision/strategy and program budget plans, provides direction in the implementation of action plans, and ensures achievement of FAI goals and objectives through the most efficient use of available resources.
- Within a highly collaborative environment, works closely with OFPP, the FAI Board of Directors and Senior Procurement Executives of Federal agencies to jointly identify Government-wide acquisition workforce issues and concerns, develop common goals and strategies, leverage resources, and identify opportunities for cost-effective improvements for the access/delivery of FAI services to the civilian agency acquisition community.
- Collects, analyzes, and reports data on the civilian agency acquisition workforce to help inform the direction of these efforts. Periodically analyzes the acquisition career fields to verify and/or identify competencies, duties, tasks and required knowledge, skills and abilities.
- Develops appropriate partnerships/agreements to further the FAI mission, including collaborating with the Defense Acquisition University, key Federal agencies, State and local governments, academic institutions, professional associations and industry, and maintains appropriate liaison with these organizations for continuous exchange of information and knowledge sharing. Provides leadership in the development and implementation of educational academic programs that relate directly to the employment and advancement opportunities in the civilian agency acquisition workforce.
- Promotes and coordinates Government-wide research and studies to identify innovative strategies and techniques to improve the training and development of the civilian agency acquisition workforce.
- Anticipates and addresses talent needs in the Federal acquisition community. Provides advice and assistance to civilian agencies on identifying, attracting, and retaining acquisition workforce members. Works with the Office of Personnel Management on examinations, standards, and programs to recruit, select, develop, and retain a highly-qualified and professional acquisition workforce.
- Develops innovative and effective communication strategies to improve communication within the civilian agency acquisition workforce. Utilizes technology to serve all components of the civilian agency acquisition community.

OTHER CONDITIONS OF EMPLOYMENT:
- This position is a critical sensitive national security position. Appointment to this position requires the selectee to undergo a background investigation and receive favorable adjudication for the GSA security office to grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply for the position. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
- This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result.
- If tentatively selected, you will be required to submit a Declaration for Federal Employment. Male applicants born after December 31, 1959 will be required to complete a certification statement confirming their selective service status.
- Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
- If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
- If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
- Veteran's preference does not apply to positions in the Senior Executive Service.
Qualifications
All applicants must meet the Mandatory Technical Competency and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

- Demonstrated ability to build positive relationships with and effectively present, defend, or negotiate major acquisition workforce development plans, strategies, and decisions with a broad range of executive-level decision-makers, stakeholders, and customers.
EXECUTIVE CORE QUALIFICATIONS (ECQs):
1. Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
2. Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

5. Achieving Results- This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Education
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
