Duties
The Director, Financial Improvement and Audit Remediation evaluates strategic financial improvement and planning initiatives to support financial management throughout the Department and identifies challenges that require enterprise level coordination, recommending specific actions to the Assistant Deputy Chief Financial Officer (ADCFO) in response.
Major duties and responsibilities include, but are not limited to:
- Developing, publishing, implementing, and interpreting Department of War (DoW)-wide accounting policy relevant to audit and audit remediation. Coordinating to ensure financial statement audit policy is compliant with U.S. generally accepted accounting principles;
- Coordinating the submission of management representation letters to the DoW OIG and authoring FIAR-related portions of the annual agency financial report;
- Working with the ADCFO, DCFO, and Under Secretary of War(Comptroller)/CFO to set and gain Deputy Secretary of War and Secretary of War advocacy of annual audit remediation priorities;
- Overseeing the Department's audit infrastructure and related audit liaison initiatives for the DoW during its consolidated audit;
- Developing, publishing, and interpreting DoW-wide financial management improvements, audit methodologies, and guidance that supports statutory requirements for the Department to audit its full set of financial statements. This includes maintaining the DoW financial statement audit guide;
- Maintaining the notices of findings and recommendations and corrective action plans database to track, report, and measure remediation progress, including for material weaknesses. Developing and maintaining other financial improvement and audit progress metrics, as needed; and
- Acting as the proponent for the DoW Managers' Internal Control Program, including evaluating funds control weaknesses and overseeing annual production of the DoW Statement of Assurance for Secretary of War signature. Maintaining the DoW Internal Control Over Financial Reporting Guide.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:
TQ 1: Demonstrated comprehensive knowledge of federal accounting standards (FASAB, OMB Circular A-136) and internal controls (GAO Green Book, OMB Circular A-123), with proven ability to apply these rules, ensure compliance, and adapt to changes.
TQ 2: Demonstrated experience leveraging automation technologies to improve financial reporting, streamline processes, enhance data accuracy, and ensure compliance with federal financial management requirements.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. Basic Requirements
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
