Duties

ADDITIONAL INFORMATION: The Director, Infrastructure Services Program Management Office (PMO) serves as the principal program management authority for all infrastructure investment strategies, technical integration, and operational readiness of storage and computer resources, network communications, end-user technologies, and edge solutions within Program Executive Office (PEO) Enterprise IT. This position oversees government and contractor personnel organized into four integrated service delivery divisions supporting NGA's IT Enterprise, Command and Services, and Intelligence Centers across 220 sites worldwide. The incumbent is responsible for delivering the foundational IT infrastructure layer that enables seamless intelligence operations as part of the unified services model transformation.

Ensures Infrastructure Services align with the PEO EIT vision of transparent, secure, and efficient program execution while supporting the organization goal of unifying enterprise IT delivery and operations into a consolidated services model providing infrastructure, platform, and software capabilities. Manages a complex portfolio, ensuring disciplined program management, efficient resource stewardship, and mission-focused delivery approaches. This position requires executive-level collaboration across NGA, the Intelligence Community (IC), Department of War (DoW), ODNI, Mission Partners, and industry to drive continuous improvements in efficiency, security, and customer satisfaction while accelerating adoption of emerging technologies.

Develop and execute Infrastructure Services strategy aligned with PEO EIT's mission to deliver integrated, secure, and resilient technology solutions that accelerate GEOINT capabilities and support NGA's transformation to a unified services model; Provide portfolio-level oversight across Storage & Compute, Network Communications, End User Technologies, and Edge Solutions, ensuring integration, standardization, and elimination of duplicative capabilities; Drive digital transformation initiatives by leading the adoption of hybrid cloud constructs, IC IT Environment services, and community solutions rather than custom NGA-specific implementations; Establish Infrastructure Services roadmaps that reduce technical debt, decrease integration costs, and enable new mission capabilities identified in NGA's strategic plan while maintaining 24x7 operational readiness; Translate mission needs into clear, achievable technical specifications by working with Engineering & Integration to define, validate, and prioritize requirements from intelligence community customers; Maintain transparency about program challenges, risks, and mitigation strategies through comprehensive reporting to senior leadership using executive dashboards and performance metrics; Ensure technical solutions align with enterprise architecture standards and target architecture, validating that delivered capabilities meet performance requirements and security standards; Collaborate with Corporate Services to develop effective acquisition approaches, manage contractor performance against established metrics, and execute agile procurement strategies for commercial technologies; Execute budget formulation, tracking, and execution in coordination with Program Control, monitoring spend plans, burn rates, cost variances, and implementing cost-benefit thinking to optimize resource allocation; Implement FinOps practices for hybrid cloud operations and multi-cloud strategies, driving cost optimization and transparent consumption-based billing models; Coordinate capacity planning for infrastructure needs, performance requirements, and scaling considerations across storage, compute, network, end-user, and edge domains; Facilitate technology evaluation of emerging capabilities (AI, edge computing, zero trust, quantum-ready networks) through structured pilots and integration planning that balances innovation with security and operational sustainability; Ensure interoperability between infrastructure services and platform/software layers, enabling seamless application deployment and mission workflow execution; Reduce critical vulnerabilities across infrastructure networks, storage systems, and end-user technologies through proactive patch management, security hardening, and continuous monitoring; Define and maintain service level agreements for infrastructure capabilities, monitoring performance metrics and coordinating incident response with IT Operations; Drive customer satisfaction through responsive service delivery, proactive communication of planned maintenance/outages, and transparent reporting on service health and improvement initiatives; Track portfolio-level performance metrics including milestone achievement, resource utilization, contractor performance, technical debt reduction, and customer satisfaction trends; Lead/mentor a geographically distributed team of government and contractor personnel.

SPECIAL REQUIREMENTS:
1. Applicant selected for this position is subject to the completion of a one-year DISES trial period. (Applicants selected from outside NGA may be required to complete a two-year DCIPS trial period if they have not already done so.)

2. This position requires access to classified Defense Department and Intelligence Community information. The individual selected must already possess, or be immediately eligible for, a TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance. Successful completion of a polygraph examination is required for employment by NGA.

3. This position is covered under the Ethics in Government Act of 1978 (P.L. 95-521). Incumbent will be required to file an Executive Personnel Financial Disclosure Report (SF-278) with the NGA Office of General Counsel.

4. Employment is subject to requirements of the NGA Drug Testing Program.

ADDITIONAL INFORMATION:

1. DAWIA Certification may be required for this position. New Acquisition Workforce members or members transferring to a different or higher skill level will have, upon position entry, thirty-six months, forty-eight months, or sixty months, depending on the DAWIA Tier required, to achieve their certification.

2. Joint Duty Credit: All NGA executive level positions require Joint Duty credit. Employees will receive joint duty credit in a majority of service or rotational assignments that were at least at the GS/GG-11 or DCIPS Pay Band 3 level, and generally for at least one year, or for 179 days or more when deployed to a designated combat zone on or after September 11, 2001.

Note: Applicants without Joint Duty credit may apply for the position and can be considered. If selected, a waiver would be required to final appointment or provide proof of Joint Duty qualifying experience.

EDUCATION REQUIREMENT
Bachelor's degree from an accredited college or university.

TECHNICAL QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Demonstrated expert-level experience leading comprehensive program management of large-scale, multi-domain IT infrastructure portfolios valued at $250M+ annually, encompassing at least three of the following domains: storage and compute services, network communications, end-user technologies, or edge solutions. This experience must include executing portfolio-level oversight across multiple simultaneous technical programs supporting geographically distributed operations at 100+ sites, managing complex acquisition vehicles and vendor relationships for infrastructure services delivery, translating mission requirements into technical specifications and integrated delivery roadmaps, coordinating interdependencies across multiple technical workstreams while maintaining 24x7 operational readiness, and implementing performance metrics, service level agreements, and portfolio governance frameworks that ensure alignment with enterprise architecture standards. Candidates will be evaluated on the scale, complexity, budget authority, and mission impact of their infrastructure program management experience, with emphasis on demonstrated ability to deliver integrated infrastructure capabilities across multiple technical domains simultaneously.

2. Expert knowledge and demonstrated application of hybrid cloud architectures, enterprise infrastructure modernization, and emerging technology integration within secure, compliance-driven environments such as DoD, Intelligence Community, or equivalent federal enterprise. This must include hands-on experience designing and implementing hybrid cloud strategies that integrate on-premises infrastructure with commercial cloud services, leading digital transformation initiatives that reduce technical debt while maintaining operational continuity, implementing DevSecOps practices, infrastructure-as-code, and automation capabilities to enhance efficiency and security, ensuring compliance with federal cybersecurity frameworks such as Zero Trust Architecture, FISMA, ICD 503, or equivalent, and driving adoption of consumption-based models and FinOps practices for cost optimization. Candidates will be evaluated on their depth of technical knowledge in modern infrastructure practices, their ability to balance innovation with security and operational requirements and demonstrated success leading infrastructure transformation initiatives that delivered measurable improvements in cost efficiency, security posture, or operational capability.

TECHNICAL QUALIFICATIONS
1. Extensive experience in program management of large-scale IT infrastructure programs in intelligence, defense, or federal environments
2. Demonstrated track record of driving continuous, data-driven improvements in efficiency, cost optimization, and quality of service delivery
3. Expert knowledge of hybrid cloud architecture, enterprise networking, storage systems, end-user computing, and edge technologies
4. Proven ability to manage multi-million-dollar budgets and complex contractor relationships with accountability for mission outcomes
5. Strong executive communication and stakeholder engagement skills with experience representing organizations at senior leadership forums

In addition to the above Technical Qualifications, the below qualifications are also desired:

1. Experience with IC IT Environment (ITE) services, community cloud platforms, and intelligence community technology standards
2. Knowledge of Information Technology Infrastructure Library (ITIL) processes, service management frameworks, and DevSecOps practices
3. Background in cybersecurity, zero trust architecture implementation, and compliance frameworks (FISMA, ICD 503, NIST)
4. Familiarity with emerging technologies including AI/ML infrastructure, edge computing, and software-defined infrastructure
5. Experience leading organizational transformations and consolidation initiatives
