Duties

The United States Space Force (USSF) at Ramstein AF, Germany is searching for a Director, Manpower, Personnel and Services (EURAF) (NH-0201-04, GS-14/15 Equivalent).

Total salary will include COLA (Cost of living allowance) at time of appointment


Description:
Serves as the recognized authority in the analysis and direction of civilian programs and issues, manpower planning, force development, and human capital. The Director, is the COMSPACEFOR's lead for US Space Forces in Europe and Africa to formulate manpower program goals, plans, policies, and support for the US Space Forces in Europe and Africa mission to USEUCOM AND USAFRICOM.


Ideal Candidate:
Employee at this level is an expert within their functional area; heads of branches or divisions; or key program administrators. Conducts or directs activities or assists higher levels on challenging and innovative program development with only general guidance on policy, resources, and planning; develop solutions to highly complex problems requiring various disciplines; responsible for fulfilling program objectives.


Key Skills and Abilities:
1. Expert knowledge of a wide range of Human Capital laws, executive orders, regulations, policies, directives, instructions, and concepts governing functions such as force management, training and development, succession planning, talent acquisition, talent management, engagement, performance or other programs related to personnel management within the federal Government.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Space Force organizations to provide HQ-level staff guidance on technical activities.
3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.

Conditions of Employment

  • Must be a U.S Citizen.
  • PCS / relocation funding is available.
  • Must be able to obtain and maintain a Top-Secret security clearance.
  • Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
  • May be required travel away from the normal duty station on military or commercial aircraft.
  • May be required to work overtime on an unscheduled or emergency basis.
  • This position is not eligible for telework.
  • This position will close after 5 business days or 75 applications.
  • Subject to TDY 30 days a pay period.
  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
  • Certification in a relevant field, such as human resources, logistics, or supply chain management (preferred, not required).
