ODNI's Policy and Capabilities (PC) Directorate is squarely focused on winning the geostrategic competition to secure America's future. PC establishes the IC's strategic roadmap, develops requisite IC policies, and drives technology capabilities in alignment with national priorities.

Within PC, the Strategic Capabilities Office (SCO) leads DNI-directed, results-oriented campaigns in key contested areas, including on Artificial Intelligence (AI), Advanced Compute, and Space & Sensors. These campaigns run from 18-36 months and are focused on establishing multi-agency capabilities that will transform the intelligence community (IC).

The "Mission AI Campaign" is a bold, enterprise-wide effort to harness the power of AI to revolutionize the way IC executes its mission. It will produce solutions that improve the IC's ability to deliver unprompted warning and improve the IC's ability to make sense of increasing amounts of data and information. By leveraging innovative partnerships between government and industry, the campaign is committed to rapid prototyping, testing, and deployment of AI solutions. The campaign will address technical, research, infrastructure, data and policy elements needed to build multi-modal, multi-agent solutions.

SCO is seeking a senior executive to lead the campaign. This individual will understand and articulate the geopolitical implications of winning the nation-state AI race, wield the technical expertise and managerial acumen, and embody the ethos required to ensure success of this no-fail mission. Privacy, security, technical, data, and policy issues must be solved to build this capability. The Director of the Mission AI Campaign will guide and integrate these efforts.

Build and oversee a team to execute the Mission AI campaign and overcome technology, infrastructure, data, policy and cultural barriers to multi-modal, multi-agent AI solutions.

Lead a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development. Interact with managers to ensure compliance and collaboration with policies which aides in developing the organizational culture.

Develop innovative partnerships with industry to rapidly prototype, test, and deploy AI solutions, including through leveraging appropriate acquisition and procurement authorities, to ensure campaign access to leading academics, engineers, and technologists who are expert in optimizing AI capabilities for specific applications.

Lead efforts to align compute and processing infrastructure to support the campaign.

Oversee and coordinate the campaign's strategic use case working groups.

Assist in representing ODNI positions, priorities, and/or perspectives to National policy makers, Congress, OMB and White House staff, and other government agencies.

Assist in leading legislatively and policy mandated activities and in formulating the National Intelligence Program (NIP) budget.

Embody and foster a culture of excellence, respect, team pride, urgency of mission, and playing to win.

Conditions of employment

PROBATIONARY & TRIAL PERIODS

Employees newly appointed to the Senior National Intelligence Service (SNIS) are subject to a twelve (12)-month probationary period to assess their ability to perform assigned duties and responsibilities at a level of excellence expected of a senior executive. For permanent employees newly hired into the ODNI, the probationary period will run concurrently with the first twelve (12) months of a new employee's two (2)-year trial period.

EXECUTIVE CORE QUALIFICATIONS (ECQs)

ISCOCQ: Leading the Intelligence Enterprise
This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values.

Mandatory Requirements:

Expert and demonstrated knowledge of Artificial Intelligence, including an understanding of AI testing, evaluation, benchmarking, training, and security issues.
