Duties

This position is located in the Office of Continuity and Security Management (OCSM), National Credit Union Administration (NCUA). The Office is responsible for supporting the NCUA's personnel security, physical security, continuity of operations, facilities management, emergency management, insider threat, and intelligence programs.

As the Director, Office of Continuity and Security Management, you will:

  • Oversee all programs related to personnel security, physical security, facilities management, emergency management, insider threat, continuity of operations, intelligence, and classified information.
  • Direct personnel suitability and national security clearance programs, ensuring compliance with federal investigative standards, HSPD-12, and other security directives while managing clearances, screenings, adjudications, and appeals.
  • Oversee emergency management and continuity programs, including COOP planning, emergency preparedness, training and exercises, national-level continuity participation, and coordination with federal, state, and local partners.
  • Manage NCUA-owned and leased facilities, lead the accountable property program, and monitor space utilization.
  • Manage physical and classified security functions, including access control, facility security systems, SCIF operations, COMSEC, intelligence analysis, and participation in interagency critical infrastructure and cybersecurity committees.
  • Provide executive-level leadership and supervision, directing staff, managing organizational resources, overseeing budget and performance, and ensuring effective execution of all OCSM programs and strategic objectives.

Qualifications

For the SS-02 grade level, you must have one year (12 months) of full-time specialized experience comparable in difficulty and responsibility to the SS-01/SES grade level in the public or private sector. Qualifying specialized experience is defined as experience serving as an executive responsible for providing consultative and advisory services on continuity of operations and security laws, rules, and regulations; and overseeing a staff responsible for delivering organization-wide operations involving at least three of the following specialties: personnel security, physical security, emergency management, insider threat, and facilities management.

Technical Qualification (TQ):
Extensive knowledge of security and continuity management programs, including information assurance and emergency management, to direct organization-wide efforts that protect personnel, facilities, and information assets.
