The primary purpose of this position is to serve as a principal advisor regarding the generation of competition effects; this includes the development, fielding, oversight, and enabling of competition-focused capabilities to generate effects that enhance DAF, DoD, and US government warfighting and competition objectives.

Duties

The Director of Plans & Effects (SAF/OCX) is responsible for providing counsel and advice regarding competitive effects for the Director, Competitive Activities (SAF/OC). The Director of Plans & Effects provides vision and management to facilitate, develop, advocate, and enable DAF requirements, opportunity identification, operational integration, and top-level relationships for a portfolio of activities, mostly classified, that serve to further the competition goals of the Department. The incumbent:

  • Oversees DAF and DAF-supported sensitive and special activities, ensuring senior leaders are informed and activities are deconflicted.
  • Develops requirements and employment strategies based on SecAF Competition Assessment (SCA) and Competition Campaign Plans (CCPs).
  • Leads operational planning teams (OPTs) to enable operational integration of fielded capabilities and provides specialized targeting support.
  • Provides oversight and enables operational support for signature management to protect DAF and DAF-supported sensitive and special activities.
  • Develops, provides, and oversees specialized SEEDY ORION support for sensitive and special activities missions and effects.
  • Serves as the principal advisor to the Secretary for policy and program oversight of DAF and DoD sensitive activities.
  • Leads complex actions supporting highly sensitive global operations, ensuring compliance with legal and policy requirements.
  • Formulates and executes procedures for release of public affairs information and provides predictive analysis of non-conforming activities.
  • Integrates multi-source data to estimate risk, threat, vulnerability, and trends, and presents findings to authorized personnel.
  • Develops strategic goals, organizational structures, and processes for sensitive activities and oversees financial resource planning.
  • Exercises executive managerial control over a diverse workforce, including military and civilian personnel, and ensures equal opportunity.
  • Represents the DAF at all levels on sensitive activity missions, serving on major committees and maintaining liaison with government agencies.

  • Position has been designated Special-Sensitive and the selectee must have or be able to obtain a Top Secret (SCI) clearance
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial DISES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. MANDATORY TECHNICAL QUALIFICATIONS (NTE 2 Pages Total): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panels and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Mastery of technical leadership and communication skills to provide local and national level guidance in planning and overseeing programs for technology, exploration, methodology, and business process development. Operational experience in the use, training and modification of surveillance and special communications activities. Outstanding national reputation in Intelligence, Operations, Special Communications and Special programs and the ability to make recommendations on technical and subject matters.

2. Extensive experience in developing, evaluating and executing technical programs and experience in policy support functions. Extensive experience in multidisciplinary intelligence support, space, surveillance.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives.

B. JOINT DUTY ASSIGNMENT REQUIREMENT: Joint IC Duty certification is a prerequisite for appointment to senior executive, senior professional, and DCIPS positions classified above GG grade 15.

Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired.

SALARY: $184,363.00 - $217,000.00 per annum. (Air Force Tier 2) Defense Intelligence Senior Executive Service members are eligible for performance-based salary increases and/or bonuses.

SES members are eligible for Performance-Based Salary increases and/or bonuses. This is a SES Career Reserved position and is assigned a precedence priority code of DV-5/Tier 2 for protocol purposes.
