Summary

This is a Tier 2 Position. Salary for Tier 2 position in Army are normally between $207,500 and $217,000.

Duties

Leads and integrates multiple highly visible efforts under the supervision of the DCS G-1 in support of Army Senior Leader initiatives with direct impacts the lives of Soldiers, Family Members, and Civilians across all three Components of the Army. Exercises direct leadership of 9 x COL/GS-15 Divisions with over 85 personnel (military and civilians) plus 300+ Contractors, and influence over ~$2B/year in II PEG resources and direct budget authority for ~$136M/year supporting QOL, Health of the Forces, Prevention, Resilience and Readiness Soldier and Family programs such as Child, Youth and School Services, Army Community Services and Morale Welfare and Recreation for all components. Develops and implements comprehensive, multi-component, future focused strategies and synchronizes the execution of the Army's Sexual Harassment/Assault Response and Prevention (SHARP) and Ready and Resilient Campaigns for all members of the Army Family (Soldiers, Army Civilians, Retirees, Veterans, Gold Star Family (Survivors), and their Families. The Director advises Senior Leaders of the Army on SHARP risk reduction policies, initiatives and campaigns, the Army Substance Abuse Program (ASAP), the Army Suicide Prevention Program, and Army Command Policies to include Health Promotion, Ready and Resilient (R2)). Conducts assessments of emergent quality of life requirements, and cross organizational integration to recommend, implement, and promulgate all necessary prevention, resilience, readiness, and QOL Army-wide policies, procedures, and programs.

CONDITIONS OF EMPLOYMENT:

  • Two year trial/probationary period may be required. You will serve a two-year probationary period unless you have previously completed the probationary period in the SES.
  • Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation.
  • Direct deposit of pay is required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278e) upon entry, and annually thereafter.
  • The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations.
  • The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process.
  • Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. The U.S. Army senior leadership considers mobility to be an integral part of employment as an SES member with the Department of the Army.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required--this information should be embedded within the application package (2-page Resume using 10pt, Arial or Times New Roman with 1-inch margins, most recent signed performance appraisal OR signed letter of recommendation dated within the last three years that assesses your performance, and if applicable- current or former employees MUST provide an SF-50 showing their status or reinstatement eligibility).

This includes, when necessary, the ability to lead people through change and to hold individuals accountable. 5) Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

MANDATORY TECHNICAL QUALIFICATIONS: You must show how you possess the MTQs within your two-page resume. Failure to meet the two technical qualification requirements automatically disqualifies an applicant.   • Section 1118 of the National Defense Authorization Act (NDAA) for Fiscal Year 2024 (Public Law 118-31) extends, through September 30, 2025, the Section 1109 of the John S. McCain National Defense Authorization Act which allows for the appointment of qualified individuals to an initial career Senior Executive Service (SES) appointment in the Department of Defense without certification by an Office of Personnel Management (OPM) qualifications review board (QRB).
