Summary

The JMD Office of Chief Information Officer (OCIO) leads the DOJ's information technology (IT) and cybersecurity programs, setting strategic direction, driving innovation, and orchestrating IT operations, cybersecurity, and resource management within the OCIO and between OCIO and DOJ component agencies. The CIO has oversight responsibility for all IT acquisitions across the Department and IT budget requests of the Department's component agencies.

Duties

This position is located within the Justice Management Division-Office of the Chief Information Officer (OCIO) DOJ Headquarters in Washington D.C.

As a member of the Senior Executive Service (SES), The Director, Resource Management Staff (RMS) is tasked with providing enterprise-wide strategic leadership, executive direction, and managerial oversight of RMS level administrative, financial, portfolio, and IT investment functions. The incumbent formulates and executes long-range organizational strategies, oversees complex program operations and resources, and ensures alignment of mission, policy, and enterprise initiatives to achieve DOJ-OCIO-RMS objectives.

Primary Responsibilities of the incumbent include but are not limited to:

  • Directing and evaluating program execution across organizational components, establishing performance standards, operational controls, and accountability mechanisms to ensure effective delivery of services, financial stewardship, and mission support functions;
  • The Director, RMS integrates planning, budgeting, acquisition, workforce development, and contract management activities across subordinate program areas to ensure cohesive enterprise operations and elimination of duplicative or fragmented processes; The incumbent exercises delegated executive authority over operational policies, internal controls, and governance frameworks affecting financial management, budget formulation, contract administration, and workforce strategy
  • Reviewing and oversees the approval of strategic operating plans, program performances metrics, and resource allocations submitted by subordinate supervisors to ensure compliance with Federal statutes, DOJ-OCIO-RMS directions, and executive mandates;
  • Overseeing risk identification and mitigation strategies across all operational portfolios, addressing fiscal, contractual, workforce, and compliance vulnerabilities that may impact enterprise performance. The Director, RMS Resolves complex, cross-functional operational issues with significant organizational impact, providing authoritative interpretation of policies and directing corrective actions where necessary;
  • Providing executive leadership over enterprise-wide resource planning, directing the development, justification, and execution of multi-year budget strategies that align financial, human capital, and operational resources with DOJ-OCIO-RMS mission priorities. The incumbent exercises authoritative governance over appropriated funds, working capital fund accounts, and reimbursable agreements, ensuring fiscal stewardship, strong internal controls, and full compliance with statutory and regulatory requirements;
  • The Director, RMS establishes strategic investment prioritization frameworks to evaluate and allocate resources across competing programs, balancing risk, performance outcomes, and long-term organization sustainability;
  • The incumbent monitors and evaluates financial and program performance metrics across subordinate organizations, initiating corrective executive action when resource utilization, cost controls, or mission delivery objectives are not achieved.

  6. You may be subject to a one-year probationary period effective from the date in which you are appointed.
  7. This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter in accordance with DOJ and Federal ethics guidelines.
  8. You must meet all minimum qualifications to be deemed eligible. Only experience obtained by closing date of this announcement will be considered.
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications.

For this position, the following Mandatory Technical Qualifications (MTQs) have been established and should be addressed within the resume application.

MTQ 1 - Executive Oversight of Complex, Multidisciplinary Operations
Demonstrated executive level experience leading and governing large, multidisciplinary program areas involving administrative management, financial operations, acquisition oversight, workforce strategy, and IT investment management. Must show a record of driving operational integration, eliminating fragmentation, and ensuring mission alignment across diverse organizational components.

MTQ 2 - Strategic Resource Management and Enterprise Governance
Demonstrated ability to formulate, justify, and execute multiyear budget and resource strategies that align financial, human capital, and operational assets with enterprise mission priorities. Must demonstrate a record of ensuring fiscal integrity, strengthening risk-based governance, and optimizing resource allocation to support long term organizational sustainability and enterprise effectiveness.

MTQ 3 - Executive Decision-Making, Risk Management, and Policy Integration
Demonstrated ability to analyze and address highly complex, cross-cutting organizational and policy issues with enterprise-wide. Must show a proven record of making high stakes executive decisions, balancing competing priorities, and implementing risk mitigation strategies to protect mission execution, operational continuity and fiscal integrity. This includes providing authoritative counsel to senior leadership on enterprise governance, internal controls, IT investment risk, acquisition strategy, and operational policy.
