Summary

The Director, Resource Planning and Management (D, RP&M) will act as the Senior Advisor to the Executive Director for Business Operations (DBO). The incumbent serves as a trusted and executive agent and conduit for the DBO and participates fully with the DBO in planning, organizing, directing, controlling, and coordinating budget programs. The incumbent utilizes broad knowledge and understanding of current Department policy, processes, and issues facing Department programs.

Duties

Major duties and responsibilities include, but are not limited to:

  • Serves as the senior functional authority, architect, implementer, and advisor for integrating all Acquisition and Sustainment (A&S) planning, programming, and budgeting activities, as well as for overseeing the efficient functioning of the Department's formal weapons systems acquisition process.
  • The incumbent must integrate the diverse aspects of Defense acquisition into a balanced and coherent program that supports the National Defense Strategy and make the most effective use of resources provided.
  • Represents the DBO at various departmental and interdepartmental meetings/forums and exercises delegated authority to speak for the DBO as appropriate regarding resource management. Provides overall direction and integrated analytic support on acquisition resource and long-term investment planning issues to guide A&S in the budgeting phase of the Planning, Programming, Budgeting and Execution System.
  • Directs preparation of initial A&S recommendations to the DoD Comptroller on issues that should be addressed in the budget review process. Oversees review and assessment of Program/Budget Decision (PBD) papers and provides timely input to DBO on PBDs likely to have significant impacts on acquisition programs.
  • Identifies and defines current and long-range acquisition planning issues where useful precedents do not exist. These activities, which address all acquisition programs, are highly complex and involve detailed analyses as well as extensive interaction within Office of the Secretary Defense, the Joint Staff, the Military Departments, and the Defense Agencies, and with other government agencies.
  • The Director coordinates with senior level representatives from major OSD staff functions a prioritized program that reflects the requirements of the Secretary of Defense and senior leadership. Oversees the preparation of the results for presentation to top-level DoD decision makers, conducts such briefings when requested and prepares reports and other documents as appropriate. Submits that program for approval within available funding constraints to the Under Secretary of Defense(A&S), Deputy USD(A&S) and DBO.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:

TQ 1: The incumbent must possess thorough knowledge of the principles, theories, and methods of operations research, economic analysis, and resource management, broad knowledge of DoD and national security organizations and functions. Comprehensive knowledge of the DoD Planning, Programming, Budgeting System, current laws and pending legislation that impacts the Federal budget and contracting process.

TQ 2: Expert knowledge of strategic planning processes and principles. Ability to drive strategic planning, establish effective policies, develop Agency goals and objectives, analyze requirements, set Agency priorities and translate plans into specific projects or programs. Ability to engage with DoD and Industry leadership to deliver credible and administer all aspects of managerial leadership.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:

      • Fiscal Responsibility: Strategically manages, allocates and monitors financial resources. Aligns priorities and initiatives to justify budget proposals. Monitors expenditures, cuts unnecessary costs, and uses cost-benefit analysis to set priorities.

  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

You will be evaluated for this job based on how well you meet the qualifications above.
