Summary

The Staff Development Division (SDD) Director serves under the general direction of the Chief Examiner within FCA's Office of Examination (OE). The SDD is responsible for recruiting, hiring, and training the entry-level examiners including associate examiners and summer interns. The SDD maintains the Program Manager responsible for the Commissioning Program as well as post-commission in-house training.

Duties

Under the general direction of the Chief Examiner, this official serves as the Director (Director) of the Staff Development Division (SDD) for the Farm Credit Administration (FCA). The SDD staff includes a program manager, supervisors, and administrative staff to support and train a staff of Associate Examiners and Summer Interns, also in the SDD. The SDD is primarily responsible for recruiting, hiring, and training the Associate Examiners during the first two years of employment through formal training and on­ the-job training of the Commissioning Program. The division is also responsible for managing the commissioning/certification process, overseeing the post commission 'in-house' training, and participating in examination activities that facilitate a training need. The Director is responsible for the leadership of the Commissioning/Training Program through the Program Manager and the recruiting and hiring recent college graduates and student trainees. This responsibility includes: (1) implementing the OE Operating Plan as it impacts the Human Capital initiative, (2) ensuring an effective recruiting and training program is in place to produce high-quality examiners after completion of the commissioning/certification process, (3) working with other divisions to ensure sufficient examination activities are available to develop the trainees' skills and abilities, (4) ensuring the trainers' and supervisors' examination abilities remain current and providing proper feedback to trainees to develop necessary examination skills and abilities, (5) providing effective leadership through management of the SDD staff in implementing these responsibilities, (6) effectively coordinating and communicating with other divisions within the FCA and OE, (7) developing the strategy, curriculum, training programs and infrastructure for the continuing education and development of FCA Commissioned Examiners, in collaboration with OE Executive Management Team and (8) leading and directing other assigned key initiatives and duties, as requested. As Director of SDD, works closely with the Chief Examiner and OE-Examination Leadership Team in providing leadership and direction to overall OE operations and its examination and oversight program.

Qualifications

You may qualify at the VH-41 band level if you have one year of specialized experience equivalent to the VH-40 (GS-14) band level in the Federal service. Specialized experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of a supervisor leading or overseeing and training entry-level examiners and providing other support to the Office of Examination.

You may qualify at the VH-42 band level if you have one year of specialized experience equivalent to the VH-41 (GS-15) band level in the Federal service. Specialized experience has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position which includes serving as a leader overseeing the recruiting, hiring and training entry-level examiners, as well as a Program and providing other support to the Office of Examination.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.

Education

Education may not be substituted for experience at the VH-41 or VH-42 band level.

  • Locality pay is added to base salary using on the following duty station locality rates: Bloomington, MN, 26.89%; Irving, TX, 26.87%; McLean, VA, 32.99%; Greenwood Village, CO, 29.55%; Sacramento, CA, 28.80%. Locality rates are subject to change.
  • Base Salary Range - VH-41: $115,257 - $193,977; VH-42: $134,499 - $221,923.
  • Only experience and education obtained by the closing date of this announcement will be considered.
