Duties
The Office of Mission Critical Operations is responsible for the Office of Chemical Safety and Pollution Prevention (OCSPP) administrative functions and scientific programs supporting chemical risk assessments, including budget, financial management, extramural management, human resources, information technology, information management, regulatory support, correspondence management, and advancing science used to inform chemical risk assessments. It is also responsible for providing program support services to rulemaking, peer review, data life cycle, risk assessment assistance through research efforts and communication. The Strategic Resources Division is responsible for providing strategic resource services related to administrative programs including budget formulation and execution; financial management; extramural agreements; human resources; travel coordination; and accountability.
Specific duties include, but are not limited to:
- Leading and directing all divisional activities to include OCSPP-wide policy making, planning, and implementation of human capital management activities.
- Advising on planning and executing staffing, recruitment and placement of programs, policies, procedures and accepted practices.
- Advising the OCSPP Assistant Administrator and Deputy Assistant Administrators on matters pertaining to the Office’s compliance with applicable mandates and procedural requirements imposed within EPA, by other authoritative agencies (e.g., Office of Management and Budget) or contained in Federal Statutes and Presidential orders.
- Directing, coordinating, and reviewing all Division conducted or directed activities, including reviewing and evaluating progress and performance of these activities and taking independent corrective actions as necessary.
- Supervising a large staff of employees organized into units headed by subordinate managers and supervisors.
- Planning for staff development including assessment of training needs and performing supervisory duties involving establishment and filling of positions, promotion and assignment of personnel.

The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Qualifications
The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.
All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.
As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

This includes, when necessary, the ability to lead people through change and hold individuals accountable.
ECQ 5 - ACHIEVING RESULTS. Involves demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

TQ 1 - Demonstrated experience leading and managing an organization in the areas of mission support, including but not limited to budget and financial management, human resource management, extramural management, management integrity, facilities management, and other administrative and operational program areas.
