The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base is searching for a Director of Budget (NH-0501-04, GS 14/15 equivalent).
Description:
As the NAVWAR and Position, Navigation and Timing System Delta Commander's Director of Budget, you will provide program managers with strategic and tactical budgetary support across all appropriations as well as ensuring the achievable execution plans are identified and met. You will lead a team of financial analysts providing foundational PPBE activities in support of timely program execution, auditing, and accurate acquisition reporting. As the Budget Director, you will provide essential analytical support to a variety of Space Force Leaders across a portfolio of national security and civil interests. You will also lead collaborations with System and Mission Delta counterparts, to provide program managers with critical analyses, data and products required to assess the health of not only the current programs, but also in support of financial investments, technologies, and programs of the future!
You must be able to work independently, planning, organizing and coordinating budgetary actions both internal and external to SSC, USSF. Strong communication skills are critical, both oral and written, with a focus on clear, concise and technically accurate dialogue that synchronizes efforts across financial management, program management, and contracting specialties. In addition, the duties of this position require the ability to analyze, negotiate, and resolve complex issues while maintaining good working relationships.
Finally, as part of our leadership team, you are expected to train, develop, mentor, and motivate junior civilian and military financial analysts.
The ideal candidate will be a proven financial management leader with over 10 years of experience and is sought to guide financial execution strategies. Possesses direct PPBE leadership experience, preferably within the context of procuring space and ground systems, with experience in audit readiness also being highly desirable. Experience as a supervisory Budget Lead is preferred; minimum Business - Financial Management Practitioner (level 1) DIAWIA certification. Top qualities and characteristics - leader, budget execution, analysis and reporting, critical thinker, organizer and planner, collaborator, detail oriented, great communicator, team builder and teacher.

4. Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of programming, budgetary, financial and management issues.
5. Ability to negotiate resolution of complex budget and financial execution issues.
6. Ability to interpret and apply fiscal policy and financial rules, regulations, and procedures.
7. Ability to execute complex projects and/or studies within established time constraints.
8. Ability to communicate effectively orally and in writing.
9. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field-level representatives.
10. Ability to advise senior leaders, Program Element Monitors and field-level representatives.
