Duties
Directs the ongoing, daily operations of the Enterprise Systems department as part of the Sergeant at Arms (SAA) branch of the United States Senate through the management of branch managers. Leads research and gathers information needed to help the organization solve problems and improve operations. Participates in the determination of the Senate’s IT requirements; evaluates feasibility of potential equipment, software and systems. Participates in the approval and assignment of priorities for technology projects. Works with the COO to develop and budget for technology infusion programs including emerging technologies, prototypes, and technology R&D. Implements objectives and policies established by the COO; participates in the formulation and implementation of short- and long-range goals. Develops, implements, and monitors budgets and expenditures. Other duties, as assigned.

Qualifications
Required Work Experience
- Eight to ten years’ experience in information technology management.
Required Special Skills/ Knowledge
- Knowledge of current and emerging technologies, principles of information technology management, best practices, and technology solution strategies; prefer experience with cloud, mobile, identity management, and various other progressive technologies.
- Knowledge of the capabilities and requirements of various computer platforms in centralized, distributed, client-server, web-based, cloud and standalone operating environments.
- Knowledge of the current principles and practices of public administration, including governmental procurement, contracting, personnel, and capital project management.
- Knowledge of project life cycle methodologies.
- Ability to communicate effectively in leading and persuading people, organizations and projects.
- Ability to plan, direct, manage, and supervise programs and activities of multiple branches.
- Ability to plan, assign and review the work of technical, professional and managerial personnel.
- Ability to set goals, plan, and monitor multi-million dollar budgets.
- Ability to define and lead strategic plans and objectives.
- Ability to establish and maintain effective working relationships with Senate office and committee staffs, Senate executive management, other Legislative agencies, key private sector vendors and business partners. managers, supervisors, and subordinates.

- Proven ability to assess and manage complex issues as well as communicate status clearly and concisely to leadership and customers.
Working Conditions
- This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during government shutdowns, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted.
- Work is essentially sedentary with occasional walking, standing, bending, and lifting.
Security Clearance
- This position requires that the applicant obtain and maintain a Top Secret U.S. Government security clearance.
- Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.

Education
Bachelor’s degree in information technology, Computer Science, Telecommunications, Systems Engineering or an equivalent combination of education and work experience.
