Duties

The United States Space Force (USSF) Headquarters (HQ) located at the Pentagon is searching for a Director of Financial Management (NH-0505-04, GS-14/15 Equivalent).

The U.S. Space Force is seeking a visionary and dynamic leader to serve as the Director of Financial Management, a pivotal role that will shape the future of space defense and influence strategic decisions at the highest levels. As the Director of Financial Management, you will be at the forefront of leading and managing critical initiatives that drive the success of the U.S. Space Force's mission. You'll lead a talented team of experts, overseeing complex programs and high-stakes projects that support space superiority, innovation, and operational excellence. You'll have the opportunity to work closely with senior leadership, both within the Space Force and across the Department of Defense, ensuring that we remain agile, responsive, and capable of meeting today's challenges while preparing for the challenges of tomorrow.

You will lead and manage the completion of special projects, initiatives, assignments and represent the directorate with a variety of functional area organizations. Establish, develop, and maintain effective working relationships with a variety of high-level offices. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve significant problems that arise. Ensure subordinate units provide customer guidance and training. Identifies the need for special projects and initiates milestones and goals.

The ideal candidate will organize and manage the financial activities of the USSF and serve as the primary advisor to the Vice Chief of Space Operations and Director of Staff on a wide range of financial management issues and the financial audit. Manages and directs command-wide budgeting and financial services activities, including a financial audit program office and associated service-wide governance. Manages the development of USSF-wide plans, program goals, policies, and procedures, particularly associated with annual budget execution and financial audits. DoD and financial audit experience is required and experience working across large, complex organizations is desired.

Key Skills and Abilities:
1. Mastery of budgetary and financial functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations.
2. Knowledge of personnel management, EEO, safety and security regulations, practices, and procedures.
3. Knowledge of Financial Improvement and Audit Readiness activities and objectives, specifically cost analysis, cost estimating, cost performance, cost techniques, auditing, and budget analysis.
4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to communicate both orally and in writing.

  • Must be able to obtain and maintain a Top-Secret security clearance with SCI eligibility.
  • Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • This is a Supervisory position being filled.
  • May be subject to recall during other than normal duty hours and may be required to work overtime on an unscheduled or emergency basis.
  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
  • This is a Financial Management Level (3) Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.
  • May be required travel by military or commercial aircraft in the performance of TDY assignments.
