Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a Director of Military Support, Position Description Number NGD1784000 and is part of the G3 Directorate of Operations, Plans & Training, National Guard.

Duties

  1. Develops, coordinates and implements joint contingency plans for domestic emergencies, civil disturbances, natural disasters, state and federal contingency operations. Plans involve consideration of physical security of military forces, facilities and equipment protection, intelligence evaluation, emergency communications structuring. Such programs deal with Homeland Defense/Security, WMD response, Antiterrorism/Force Protection (AT/FP), the Critical Infrastructure Protection Program (CIPP) and National Security Special events. Serves as the state military technical expert for these programs to the Adjutant General on issues involving Military Support to Civil Authorities (MSCA), Antiterrorism, Homeland Defense/Security, and WMD. Interprets, evaluates and implements current laws, regulations, guidance, and policies from Department of Defense (DoD), other federal, state and local agencies. Provides policy guidance and ongoing assistance on program areas to units within the state NG and external agencies to include the Offices of the Governor and US Attorney.
  2. Works with Military Component Commanders, active and reserve, as well as federal, state and local officials for the purpose of coordinating resources and execution of contingency plans through personal contacts and exercises with contributing agencies. Initiates' projects based on broad assignment criteria, priorities in coordination with the Adjutant General. Develops standing operating procedures, circulars, pamphlets, letters of instructions and memoranda of understanding for NG MSCA support . Identify and implement improvements to operational programs. Explains the NG MSCA and Homeland Defense/Security programs to federal, state and local officials and how the NG may be of service to the community or the state. Represents the Adjutant General with federal ,state and local governmental agencies, professional groups and local civilian community associations on MSCA and Homeland Defense/Security in the coordination and implementation of contingency plans. Oversees the organization and operation of the state MJEOC. Coordinates the inspection of units, supplies and equipment to ascertain condition and the level of readiness in the event of an MSCA emergency. Recommends program priorities to the Adjutant General. Develop, coordinates and implements the State Partnership Program (SPP) plan in conjunction with Combatant Commander's country engagement plan, US Embassy and host nation. Serves as budget program manager for multiple programs. Serves as a Program Budget Advisory Committee (PBAC) member.
  3. Accomplishes staff planning and coordinates on various types of MSCA state level operations. Develops information papers, coordinates the activities of multi-component Emergency Preparedness Liaison Officers (EPLO) assigned to the state for emergency planning and coordination of DoD assets. Advises Adjutant General and outside agencies on resource capability and task organization such as: status of personnel, type of equipment needed to accomplish the mission, flying hours, routine approval of requests, appropriate reimbursement from state and local agencies for the usage of DoD equipment, etc.
  4. Estimates the post disaster event situation and probable tasks that may be assigned to military organizations/installations of the various services within the state. Disseminates information and provides guidance to military commanders regarding military support operations. Coordinates programs such as Signal Intelligence (SIGINT), Operational Security (OPSEC), Information Security(INFOSEC) and Communications Security (COMSEC). Develops, coordinates, implements and participates in exercises involving military, state or local echelons of government, in practice alerts, Emergency Operations Center exercises, field training exercises and emergency operations simulations dealing with MSCA. Provide recommendations to correct noted deficiencies and areas for improvement to commanders and civil authorities. Establishes emergency communications with appropriate federal, state and local authorities.
  5. Develops, coordinates and implements the Antiterrorism/Force Protection Plan to include vulnerability, risk and threat assessments. Develop actions and improvements to the Antiterrorism/Force Protection Plan and make recommendations to the Adjutant General regarding implementation of force protection measures. Reviews state NG unit's Antiterrorism/Force Protection plans and ensure proper standardization and synchronization with state plan has occurred.
  6. Develops, coordinates and implements Governor's Plan on drug/law enforcement support, internal and external Drug Demand Reduction program. Provide information to inform the Governor, NGB, the Adjutant General, federal, state and local law enforcement agencies on drug/law enforcement support capabilities and limitations.
  7. Performs other duties as assigned.

  • May occasionally be required to work other than normal duty hours; overtime may be required.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968; an individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must be able to obtain and maintain the appropriate security clearance within 12 months of appointment of this position.

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

GENERAL EXPERIENCE:
Work involves supervising or performing work requiring knowledge of (a) the basic processes of administration, (b) the principles and standard practices of management, and (c) the techniques of organization, direction, coordination, and control. Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems

SPECIALIZED EXPERIENCE:
1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
To determine applicability, see completion of graduate level education in the minimum qualifications requirements above. In addition, completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for 2 months of specialized experience.

Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for this position. Education must demonstrate the knowledge, skills, and abilities to do the work.

Demonstrated ability to coordinate with senior military leaders (active and reserve components) and civilian officials at the federal, state, and local levels to facilitate resource allocation and execution of contingency and emergency response plans through interagency collaboration and joint exercises.
  5. Ability to serve as the primary advisor and technical authority to the Adjutant General on matters involving Military Support to Civil Authorities (MSCA), Antiterrorism, Homeland Defense/Security, and Weapons of Mass Destruction (WMD), providing expert guidance on strategic planning and operational integration.
