Summary

The Senate Sergeant at Arms is seeking a Director of Training and Development. Duties

Provides leadership, guidance, and strategic vision to the Training and Development Department. Develops relationships with subordinate employees, Senate staff and senior leaders from partner agencies to ensure the SAA organization delivers high quality service to the Senate community. Plans, develops, and implements policies and procedures to ensure timely and high-quality support to stakeholders. Develops and directs product development efforts for existing and new services and products and markets offerings. Participates in short and long-term planning efforts and provides strategic advice to leadership and subordinate managers. Sets budgets, priorities, and practices for Senate services and ensures employees have resources, including equipment, to deliver services to Senate community. Other duties, as assigned.

Qualifications

Key Responsibilities:

  • Develops and delivers education and training programs for SAA, Secretary of the Senate, and Senate offices; designs, develops, and delivers customized training programs resulting in improved performance, productivity and organizational impact.
  • Conducts training needs assessments for SAA, Secretary of the Senate, and Senate offices; consults with individual offices to identify and customize training and provide professional development plans to improve office productivity.
  • Reviews and edits all major user documentation and training courses.
  • Coordinates budget and expenditures; monitors vendor/contractor work.

Required Work Experience

  • Eight to ten years of managerial experience in assessing, developing, and conducting a training program as well as setting departmental strategy.

Required Special Skills/ Knowledge

  • Knowledge of, or ability to learn, departmental rules, regulations, procedures and functions, including policies and regulations set by the Senate Rules Committee and the Senate Committee on Ethics.
  • Knowledge of effective management and supervisory practices and processes.
  • Knowledge of adult learning principles.
  • Knowledge of instructional design, delivery, and evaluation of both professional and technical courses.
  • Knowledge of alternative learning methodologies (e.g., computer-based, web-based, video teleconference).
  • Skill in leading and persuading people, organizations and projects.
  • Ability to plan, direct, and manage professional and technical staff.
  • Ability to organize and coordinate resources to achieve program goals and objectives.
  • Ability to develop, implement, and manage office budget.
  • Ability to develop and deliver professional training to personnel at all levels of the Senate.
  • Ability to develop and maintain effective working relationships with Senators, SAA and Secretary of the
  • Senate executives, and Senate staff.
  • Ability to operate effectively in a virtual environment with the required IT platforms and applications and set up virtual meetings and engagements for small or large groups, as required.
  • Ability to communicate effectively.
  • Basic knowledge of the Senate as an institution, preferred, with a desire and willingness to learn more
    about the legislative process, as well as the history and operation of the Senate.

Working Conditions

  • Work is primarily performed in an office environment and is essentially sedentary with occasional walking.
  • Safely carry items under 25 pounds.
  • May require long periods of standing and computer use.
  • This position requires in-person or virtual presence during meetings, and briefings with customers and staff.
  • Work is performed in different locations, both on and off the Capitol complex.

Education

Bachelor’s degree in human resource development/training, Instructional Design.
