Duties

The incumbent is responsible for shaping and sustaining a working environment most conducive to the successful performance of those entrusted to their leadership and direction. The incumbent is responsible for creating a positive network and culture in support of Marine Corps Total Fitness, Warrior Athlete Readiness and Resilience (WARR) / Semper Fit portfolio. 
The incumbent services as the WARR Director within Semper Fit and is responsible for the overall operation, supervision, and Management of Readiness and Resilience Programs and staff. Ensures the successful operation of the division to provide effective and progressive, evidence led, performance-based health, wellness, and prevention programs to enhance warfighter readiness of the active duty military personnel, their families, and other authorized patrons. Ensures that short- and long-range programs are planned and executed in accordance with standards, policies, and within approved budget guidelines.   

Manages the preparation, planning and execution of the budget, including Appropriated (APF) and Nonappropriated Funds (NAF). Maintains the revenue-generating activities in a financially sound condition. Ensure that all funding is spent according to guidelines provided in policies and regulations. Implements efficiencies throughout all activities while maintaining a high level of customer service. Develops strategic plans and oversees effective management for various programs within the WARR portfolio, e.g., Readiness Programs (strength & conditioning and performance/ fitness centers, athletic training, aquatics conditioning & performance/pools, nutrition, performance science, mental performance), Resilience Programs (Single Marine Program/recreation Center, resilience & wellness-Social Emotional Learning, culinary health, performance education, athletics), Community Programs (recreation/ outdoor recreation). Continuously evaluates the effectiveness of all ongoing programs and recommends changes based on feedback provided by the WARR Program Supervisor(s). 

Formulates comprehensive capital and operating budgets. Ensures that generally accepted accounting standards are adhered to and sound accountability of WARR/ Semper Fit property is maintained in accordance with the existing directives and regulations. Uses financial performance analysis, market surveys, and customer requests to develop and expand program. Makes recommendations to the Director, MCCS on program structure. Actively seeks new opportunities 
for the Semper Fit Division. Works in coordination with other MCCS Divisions. 

By direction of the MCCS Director, acts as a representative of MCCS to higher authority. As directed; performs formal and informal briefings to command officials, HQMC representatives, community leaders and other organizations. Implements the MCCS Director¿s goals and objectives. 
Is responsible for the performance of a variety of other duties as may be assigned. 
Demonstrates and promotes World Class Customer Service with an emphasis on courtesy. Assists customers and associates and communicates positively in a courteous and considerate manner. Asks questions to determine, verify and solve problems. Helps shape customer and associates¿ expectations. Inspires and sustains the trust and confidence of customers, associates, colleagues, senior management and subordinates. 

Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Will conduct safety meetings at least quarterly. Advise employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with ¿Return to Work¿ program initiatives, and following up on employee well-being. Actively supporting the principles of the EEO program, and prevention of sexual harassment. This is a white-collar position where occasional lifting up to 20 lbs. may be required.

Qualifications

Five years¿ experience that demonstrates executive management skills involving planning, coordinating, and directing a diversified organization. Bachelor¿s degree preferably in Business Management or any health and human performance related field, will consider other fields of study with five years of experience that will equip the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. Knowledge of performance-based health and wellness principles and concepts, along with knowledge of Marine Corps and NAF organizational structure is a strong plus. Must be able to demonstrate a high proficiency in management, organizational concepts and productivity methods. Skill and knowledge in financial management on both the Appropriate and NAF sides a plus. Ability to manage/supervise employees and apply sound principles of human resources management. A thorough knowledge of business practices, economic principles and ability to analyze trends and make improvements. Must demonstrate the ability to deal effectively with superiors, subordinates, vendors, peers, and the public. Must have strong oral and written communications skills.
