Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a crane operator engaged in the collection of floating debris. Works 100/50-foot drift collection boats missioned to remove and dispose of floating debris and other navigational hazards from waters of the San Francisco Bay, including its harbors and channels.

Duties
- Operates crane mounted on ship's foredeck as well as hydraulic track-mounted crane on land to load debris truck box or barge.
- Lifts debris nets averaging 15 tons when full of debris, and many awkward shapes, sizes and materials ranging from one to fifteen tons. Must know and accurately follow hand signals, as he will be operating blind part of the time.
- Place nets on the foredeck and in the net well with the ship pitching and rolling during inclement weather as well as off loading debris from boat to debris pile and/or truck tractor or barges.
- Assist boat operators and/or engineer in the maintenance and minor repair of engine room and/or deck related machinery to include minor repair work on plumbing and electrical systems.
- Works oversize logs and debris alongside rig slings so that crane can bring materials aboard; rigs loaded nets for removal from debris well on drift collector, and large debris and nets from deck to shore.
- Pulls on heavy tag lines and watches crane operating signals to prevent injury from the swinging crane, crushing by net, or debris against the boat.
- Exercises care in performance of work on decks and with debris slippery from water, oil, and other material requiring the wearing of special clothing such as safety helmet and preserver jacket.
- Participates in maintenance work such as washing, cleaning, sanding, chipping, scraping, and painting boats.
Conditions of Employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is covered under the DA/USACE Random Drug Testing program.
- A pre-employment physical is required and annually.
- This position has a requirement to lift up to 75 lbs. in the regular performance of duties
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states
