Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here.
To qualify for the CG-11: Applicants must have completed at least one year of specialized experience equivalent to at least the GS/CG-09 grade level or above in the Federal service. Specialized experience is experience providing eDiscovery support in investigations or litigation, including the organization and maintenance of electronically stored information through the use of Relativity litigation support technology.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
OR
COMBINATION of graduate level education and specialized experience as described above, that together meet the qualification requirements for this position.
To qualify for the CG-12: Applicants must have completed at least one year of specialized experience equivalent to at least the GS/CG-11 grade level or above in the Federal service. Specialized experience is experience providing eDiscovery support in investigations or litigation, including facilitating the use of assisted review tools and designing advanced search strategies in the Relativity eDiscovery platform. Assisted review tools are defined as the use of Technology Assisted Review (TAR) or Active Learning. Advanced search strategies are defined as the use of structured and conceptual analytical tools, including email threading, textual near duplication, clustering, keyword expansion, or similar document detection.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
Your resume and the online assessment questionnaire will be reviewed to determine whether you meet the qualification requirements outlined in this announcement. If you are found qualified, you will be placed in one of three categories: Best Qualified, Highly Qualified, or Qualified. These category assignments are a measure of the degree in which your background and responses to the assessment questions match the competencies/knowledge, skills, and abilities (KSAs) listed below. Within these categories, candidates eligible for veterans’ preference will receive selection priority over non-veterans.
- Knowledge of document conversion, scanning, indexing, and tagging practices.
- Ability to interpret relevant findings and conclusions to assist in case preparations.
- Ability to use computer graphics, spreadsheet and database programs such as Access and Excel, to develop, monitor and maintain computer databases and statistical information and reports for the Section.
- Ability to perform legal research into legislative history, cases, decisions and opinions using legal reference sources.
- Knowledge of Relativity software application used during eDiscovery in training attorneys and paralegals in the use of ESI software.
- Ability to plan, organize and complete requests for ESI in the context of litigation.
- Ability to interface with data providers for services related to the hosting and production of ESI.
