Duties

SUMMARY OF DUTIES: The purpose of this position is to supervise two or more of the following programs: education, incentives, testing, and guidance. The position serves as the principal advisor and consultant within the State and has primary responsibility for the development, management, and administration of the aforementioned programs through budget management, personnel supervision, program management, policy development, and advisory services.

  • Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met.
  • Provides oversight as principal advisor and consultant to the MILPO and TAG.
  • The incumbent functions as the principal liaison between Army National Guard (ARNG) members and participating public and private educational institutions.
  • Formulates human resource and administrative procedures and policies based on the interpretation of regulations and directives from US law, Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB).
  • Directs and/or performs educational and vocational counseling which consists of advising and assisting ARNG members on individual programs of study available, to include High School Equivalency (GED), correspondence, military credit conversion (ACE), analysis of life experience, self-teaching, new and innovative/non-traditional college to include Associate and Baccalaureate degree programs, first Masters or Professional degrees which meet their academic and vocational requirements.
  • Estimates and obtains the necessary program funds and determines their allocation.
  • Establishes analysis systems to ensure actions are timely and to ensure effectiveness of programs.
  • Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

Qualifications

GENERAL EXPERIENCE:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.

  1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
  2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
  3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
  4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
  5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.
  6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
  7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
  8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.
You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted.

d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

e. Include any volunteer work experience in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

f. Final selection will be based upon qualifications, suitability, and available manpower resources.

g. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee's Form I-9 to confirm work authorization.

h. j. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice.

k. Current T32 Technicians who have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years. Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available. Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be effected at any time without adverse action procedures.

l. T5 Employees with permanent tenure will lose their permanent status if selected and will be converted to T5/T32 Indefinite. If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.

m. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period. Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.
