This position is a Title 5 Excepted position open to employees of the Iowa Air and Army National Guard (Title 32 Military Technicians, Title 5 Civilians, Drill Status, M-Day). Military membership is not required.

Duties

As a EDUCATION SERVICES OFFICER (Title 5), GS-1740-11, you will perform the following duties.
1. Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that align organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Reviews and provides advice on organization missions, functions, and manning of serviced units, including Reorganization, Activation, Deactivation, and Transformation. Identifies, analyzes, and provides recommendations to supervisor on significant issues and problems related to work accomplishment. Provides oversight as principal advisor and consultant to the MILPO and TAG. Formulates human resource and administrative procedures and policies based on the interpretation of regulations and directives from US law, Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB). Drafts and implements State policy based on the aforementioned policies. Implements program policy from NGB in accordance with State's strategic objectives. (25%)
2. Provides advisory services to battalion and unit commanders concerning the incentives available to their assigned personnel. Ensures that leadership is in compliance with statutory and regulatory guidance to maximize program effectiveness. The incumbent functions as the principal liaison between Army National Guard (ARNG) members and participating public and private educational institutions. Follows-up to ensure complete and quality resolution of discrepancies. Analyzes the impact of policy, regulation, law changes, and force structure to the organization's workforce. Conducts briefings and advises subordinate units; works closely with management in resolving controversial issues; researches, prepares and defends actions taken relative to changes in military personnel programs. Coordinates with other Education Services Specialists, officials or professors of educational institutions or professional education societies in providing guidance and assistance in occupational information, scholarship requirements, Army service schools and college acceptance. (20%)
3. Directs and/or performs educational and vocational counseling which consists of advising and assisting ARNG members on individual programs of study available. Assists personnel in selecting the appropriate course of study through information obtained by interviews and educational record research. Assists in completing enrollment applications as needed. Estimates and obtains the necessary program funds and determines their allocation. Provides assistance and data to the MILPO for inclusion in the budget submission as it relates to the education program. Arranges for tuition assistance for the student. Coordinates with appropriate State, local, and institutional authorities to assist service members in securing Federal financial aid through such programs as the Pell Grant, Supplemental Educational Opportunity Grant (SEOG), College Work-Study (CWS), National Direct Student Loan (NDSL), and Guaranteed Student Loan (GSL), etc. Assists personnel with entrance and enrollment application, when necessary. (20%)
4. Serves as the coordinator and senior Test Control Officer for the DANTES testing section to include ordering, receiving, accounting, and safeguarding test material with appropriate security measures; and disseminates program guidance for examinations. Determines individual readiness to take examinations, administering various test. When appropriate, supervises additional test control officers and satellite testing sites. (10%)
5. Provides oversight in completion of assisting military personnel whose records do not indicate successful completion of civilian education requirements. Evaluates all service school training, subject examinations, college transcripts, College Level Examination Program-General Examinations to ascertain the presence of the minimum required hours in required areas. Where evaluation of credentials indicates accumulation of fewer than the number of credits required, assists individuals in preparing a program that will enable them to meet requirements. Provides oversight for the receipt of evaluations and certification of transcripts. Promotes interest and participation in educational services and activities by speaking to groups concerning education opportunities. Conducts briefings, training, and workshops for subordinate major commands, managers, JFHQ staff and senior leadership on military personnel programs of responsibility. (15%)

MINIMUM EXPERIENCE:
  • Administering, supervising, promoting, coordinating, conducting, and evaluating programs, activities, or opportunities designed to provide individualized career-related or self-development education plans.
  • Experience in managing the function of work to be performed. Experience that includes leading, directing and assigning work of personnel.
Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below.
At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.
  • 1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
  • 2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
  • 3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
  • 4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
  • 5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.
  • 6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
  • 7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
  • 8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.

  7. Ability to participate in strategic planning to see where the organization is headed, to provide a pathway there, and to take full advantage of modern technology.
  8. Written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
